फिलहाल ‘ग्रे लिस्ट’ में ही रहेगा पाकिस्तान

पाकिस्तान फिलहाल फाइनेंशियल एक्शन टास्क फोर्स (एफएटीएफ) की
ग्रे लिस्ट से बाहर नहीं निकलेगा। उसे जो काम दिए गए थे, उन्हें पूरा करने का समय भी निकल चुका है। अब उसके पास फरवरी 2021 तक का समय है, जब उसे मानकों पर खरा उतरने का एक मौका और दिया जाएगा। गत 21 से 23 अक्तूबर तक हुई वर्च्युअल बैठक के बाद शुक्रवार शाम को एफएटीएफ ने बयान जारी किया कि पाकिस्तान सरकार आतंकवाद के खिलाफ 27 सूत्रीय एजेंडे को पूरा करने में विफल रही है। उसने संयुक्त राष्ट्र के प्रतिबंधित आतंकवादियों के खिलाफ भी कोई ठोस कार्रवाई नहीं की है।

सूत्रों के मुताबिक एफएटीएफ की बैठक में पाकिस्तान के बचाव के लिए तुर्की ने पुरजोर पैरवी की। उसने सदस्य देशों से कहा कि पाकिस्तान के अच्छे काम पर विचार करना चाहिए और 27 में छह मानदंडों को पूरा करने के लिए थोड़ा और इंतजार करना चाहिए। पर बाकी देशों ने तुर्की के इस प्रस्ताव को खारिज कर दिया। अमेरिका, ब्रिटेन, फ्रांस और जर्मनी सहित कई देश पाकिस्तान की  आतंकी संगठनों के खिलाफ कार्रवाई से संतुष्ट नहीं हैं।

अर्थव्यवस्था प्रभावित होगी

ग्रे लिस्ट में बने रहने से पाकिस्तान की आर्थिक स्थिति पर प्रतिकूल असर पड़ेगा। उसे अंतरराष्ट्रीय मुद्राकोष (आईएमएफ), विश्व बैंक और यूरोपीय संघ से आर्थिक मदद मिलना मुश्किल हो जाएगा। विदेशी पूँजी निवेश में भी दिक्कतें पैदा होंगी, क्योंकि कोई भी देश आर्थिक रूप से अस्थिर देश में निवेश करना नहीं चाहता है। इसबार की बैठक में पाकिस्तान की फज़ीहत का आलम यह था कि 39 सदस्य देशों में से केवल तुर्की ने उसे ग्रे लिस्ट से बाहर निकाले जाने की वकालत की।

पेरिस और ब्रसेल्स में मौजूद राजनयिकों के मुताबिक, तुर्की के अलावा सभी देश पाकिस्तान को ग्रे लिस्ट में बरकरार रखने के पक्ष में थे, क्योंकि समय सीमा खत्म हो जाने के बावजूद पाकिस्तान ने एक्शन प्लान को पूरी तरह लागू नहीं किया है। पाकिस्तान ने अधूरे मन से 27 में से 21 एक्शन पॉइंट पर काम किया, लेकिन छह अहम कदमों की उसने अनदेखी की। इस पूर्ण सभा से पहले इंटरनेशनल कोऑपरेशन रिव्यू ग्रुप की बैठक में तुर्की, चीन और सऊदी अरब ने तकनीकी आधार पर पाकिस्तान को ग्रे लिस्ट से बाहर निकालने की वकालत की, लेकिन प्लेनरी बैठक में केवल तुर्की ने ही पाकिस्तान की वकालत की।

इस बैठक के बाद जारी वक्तव्य में पाकिस्तान से सम्बद्ध विवरण इस प्रकार है:

Since June 2018, when Pakistan made a high-level political commitment to work with the FATF and APG to strengthen its AML/CFT regime and to address its strategic counter-terrorist financing-related deficiencies, Pakistan’s continued political commitment has led to progress in a number of areas in its action plan, including: taking action to identify and sanction illegal MVTS, implementing cross-border currency and bearer negotiable instruments controls, improving international cooperation in terrorist financing cases, passing amendments to the Anti-Terrorism Act to increase the sanctioning authority, financial institutions implementing targeted financial sanctions and applying sanctions for AML/CFT violations, and controlling facilities and services owned or controlled by designated persons and entities. 

Pakistan should continue to work on implementing its action plan to address its strategic deficiencies, including by: (1) demonstrating that law enforcement agencies are identifying and investigating the widest range of TF activity and that TF investigations and prosecutions target designated persons and entities, and those acting on behalf or at the direction of the designated persons or entities; (2) demonstrating that TF prosecutions result in effective, proportionate and dissuasive sanctions; (3) demonstrating effective implementation of targeted financial sanctions against all 1267 and 1373 designated terrorists and those acting for or on their behalf, preventing the raising and moving of funds including in relation to NPOs, identifying and freezing assets (movable and immovable), and prohibiting access to funds and financial services; and (4) demonstrating enforcement against TFS violations, including in relation to NPOs, of administrative and criminal penalties and provincial and federal authorities cooperating on enforcement cases.

 The FATF takes note of the significant progress made on a number of action plan items. To date, Pakistan has made progress across all action plan items and has now largely addressed 21 of the 27 action items. As all action plan deadlines have expired, the FATF strongly urges Pakistan to swiftly complete its full action plan by February 2021.

इसके पहले एफएटीएफ के एशिया प्रशांत ग्रुप की रिपोर्ट गत 30 सितंबर को जारी हुई थी, जिसमें पाकिस्तान को दिए गए कार्य और उस पर अमल करने के उपायों की समीक्षा की गई। भारत सरकार के सूत्रों का मानना है कि पाकिस्तान में 4000 से ज्यादा आतंकियों के नाम सरकारी दस्तावेजों (शिड्यूल 1वी) से गायब हो गए हैं। इसके अलावा मौलाना मसूद अज़हर और हाफिज़ सईद को सरकारी प्रश्रय मिलना जारी है। इसके अलावा पाकिस्तान का नाम इस सूची में डालने वाले चार देश अमेरिका, ब्रिटेन, फ्रांस और जर्मनी अभी संतुष्ट नहीं हैं। उनका मानना है कि पाकिस्तान ने अफगानिस्तान में संतोषजनक काम नहीं किया है।

जनवरी 2018 में पाकिस्तान का नाम एफएटीएफ में प्रस्तावित किया गया था और जून की बैठक में उत्तरी कोरिया और ईरान के साथ उसका नाम भी ग्रे लिस्ट में डाला गया था। उसके बाद से वह अभी उसी सूची में है। अभी लगता नहीं कि पाकिस्तान का नाम इस हफ्ते काली सूची में डाला जाएगा, पर इमरान खान पिछले कुछ दिनों से काफी परेशान हैं। यदि उनका देश काली सूची में चला जाता, तो ईरान की तरह पाकिस्तान के लिए भी अंतरराष्ट्रीय कारोबार में भाग लेना मुश्किल हो जाएगा। पर ग्रे लिस्ट में रहना भी पाकिस्तान पर भारी पड़ेगा।
