भारत-रूस और चीन

भारत के विदेशी मामलों को लेकर हाल में तेज गतिविधियाँ हुईं हैं। खास तौर से रूस के साथ कुछ नए रक्षा समझौतों की घोषणा हुई है। रूस अपने रिश्ते अमेरिका का साथ भी सुधार रहा है। इधर भारत-रूस और चीन के बीच एक त्रिदेशीय सम्मेलन भी हुआ था।

आज हिन्दुस्तान में वेद प्रताप वैदिक जी का रूस के संदर्भ में अच्छा लेख छपा है। इस ज़रूर पढ़ें। इसके साथ आज कोलकाता के टेलीग्राफ में केपी नायर की एक लम्बी स्टोरी चीन के संदर्भ में छपी है। इसके अनुसार भारत ने चीन के साथ व्यापार को लेकर कड़ाई बरतनी शुरू की है।

भारत और पी-5

पी-5 यानी सुरक्षा परिषद के पाँच स्थायी सदस्य। इन पाँचं के साथ भारत के रिश्तों की लकीरें इस साल के अंत तक स्पष्ट हो गईं हैं। अमेरिका और यूके का एक धड़ा है, जो राजनैतिक रूप से हमारा मित्र है, अनेक अंतर्विरोधों के साथ। इन दोनों देशों को चीन और युरोपीय संघ के साथ संतुलन बैठाने में हमारी मदद चाहिए। हमें इनके साथ रहना है क्योंकि हमें उच्च तकनीक और पूँजी निवेश की ज़रूरत है। इसके अलावा अंतरराष्ट्रीय बिरादरी में हमें बैठना है तो इनका साथ ज़रूरी है। अभी न्यूक्लियर सप्लायर्स ग्रुप में हमें शामिल होना है। संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी सदस्यता चाहिए, जी-8 के साथ संतुलन चाहिए। इनके साथ ही आस्ट्रेलिया है, जो प्रशांत क्षेत्र में चीन के बरक्स हमारा मित्र बनेगा।

भारत-चीन और पाकिस्तान




आज के इंडियन एक्सप्रेस में सी राजमोहन की खबर टाप बाक्स के रूप में छपी है। इसमें बताया गया है कि चीन अब भारत-चीन सीमा की लम्बाई 3500 किमी के बजाय 2000 किमी मानने लगा है। यानी उसने जम्मू-कश्मीर को पूरी तरह पाकिस्तान का हिस्सा मान लिया है। चीनी नीतियाँ जल्दबाज़ी में नहीं बनतीं और न उनकी बात में इतनी बड़ी गलती हो सकती है। स्टैपल्ड वीजा जारी करने क पहले उन्होंने कोई न कोई विचार किया ही होगा। इधर आप ध्यान दें कि पाकिस्तानी राष्ट्रपति आसिफ अली जरदारी हर तीन या चार महीने में चीन जा रहे हैं। फौज के अध्यक्ष जनरल कियानी भी चीन का दौरा कर आए हैं। स्टैपल्ड वीजा का मामला उतना सरल नहीं है जितना सामने से नज़र आता है।

विकीलीक्स

जुलाई में मैने विकीलीक्स यानी साहस की पत्रकारिता शीर्षक पोस्ट लिखी थी। वह पोस्ट आज तक पढ़ी जा रही है।  हिन्दी में गूगल सर्च करने पर सबसे पहले वही पोस्ट सामने आती है। विकीलीक्स ने दुनिया को हिला दिया है। साथ ही विकीपीडिया को विकीलीक्स शीर्षक लेख में सबसे पहले यह लिखने को मजबूर कर दिया है कि विकीपीडिया का विकीलीक्स से वास्ता नहीं है।

विकीलीक्स से लेकर राडिया टेप्स तक आपने एक बात पर गौर किया होगा कि दुनिया पीछे-पीछे कैसी बातें करती है। सामने-सामने सब महान हैं, उदार हैं। बहरहाल इस वक्त सबसे बड़ी बात सामने यह है कि विकीलीक्स को अमेरिकी व्यवस्था टार्गेट कर रही है वहीं दुनियाभर के पारदर्शिता समर्थक उसे सहारा दे रहे हैं। मैने अपनी शुरुआती पोस्ट में विकीलीक्स का जो लिंक दिया था वह अब लापता है। इस वक्त का लिंक है यह http://www.wikileaks.ch/ । हो सकता है कल यह भी बदल जाए। इसलिए अब ज़रूरी हो गया है कि ठिकाना बदलते ही पाठकों को सूचित किया जाय।

राजदीप सरदेसाई भाग-1




राजदीप इसे मिस-कंडक्ट नहीं मिस-जजमेंट मानते हैं। इसे मानने में दिक्कत नहीं है, पर इसे मानने का मतलब है कि हम इस किस्म की पत्रकारिता से जुड़े आचरण को उचित मानते हैं। इन टेपों को सुनें तो आप समझ जाएंगे कि इन पत्रकारों ने नीरा राडिया से सवाल नहीं किए हैं, बल्कि उनके साथ एक ही नाव की सवारी की है। ये पत्रकार नीरा राडिया से कहीं असहमत नहीं लगते। व्यवस्था की खामियों को वे देख ही नहीं पा रहे हैं। दरअसल पत्रकारिता की परम्परागत समझ उन्हें है ही नहीं और वे अपने सेलेब्रिटी होने के नशे में हैं।

बदलता वक्त


कुछ दिन के लिए मै लखनऊ चला गया। वहाँ नवीन जोशी के पुत्र हर्ष के विवाह समारोह में रूपरेखा वर्मा, नरेश सक्सेना,  राजीव लोचन साह, वीरेन्द्र यादव, मुद्राजी, सुनील दुबे, अश्विनी भटनागर, दिलीप अवस्थी, गुरदेव नारायण,  शरत प्रधान, ज्ञानेन्द्र शर्मा, घनश्याम दुबे, रवीन्द्र सिंह, मुदित माथुर, विजय दीक्षित, मुकुल मिश्रा समेत अनेक पुराने मित्रों से मिलने का मौका मिला। लखनऊ में या दिल्ली में मुझे जहाँ भी किसी से बात करने का अवसर मिला हर जगह एक बेचैनी है। इस बेचैनी के पीछे कोई एक कारण नहीं है। इन कारणों पर मैं भविष्य में कभी लिखूँगा। लखनऊ से पोस्ट लिखने का मौका नहीं मिला। आज मैं चीनी प्रधानमंत्री की यात्रा के संदर्भ में कुछ लिख रहा हूँ। साथ ही अपने कुछ पुराने लेखों की कतरनें लगा रहा हूँ जो पोस्ट नहीं कर पाया था।

चीन के संदर्भ में मेरी राय यह है कि हमें और चीन को आपस में समझने में कुछ समय लगेगा। सन 2012 में चीन का नया नेतृत्व सामने आएगा। तब तक भारतीय व्यवस्था भी कोई नया रूप ले रही होगी। 2014 के भारतीय चुनाव एक बड़ा बदलाव लेकर आएंगे। मैं कांग्रेस या गैर-कांग्रेस के संदर्भ में नहीं सोच रहा हूँ। ज्यादातर राजनैतिक दल जिस तरीके से अपराधी माफिया और बड़े बिजनेस हाउसों के सामने नत-मस्तक हुए हैं उससे लगता है कि जनता इन्हें ज्यादा बर्दाश्त नहीं करेगी। बहरहाल..

बरखा दत्त की पत्रकारिता शैली और साहस की तारीफ होती है। वे करगिल तक गईं और धमाकों के बीच रिपोर्टिंग की। न्यूयार्क टाइम्स ने इस मामले पर एक रपट प्रकाशित की है जिसमें बरखा दत्त के बारे में जानकारी देते वक्त उस उत्साह का विवरण दिया है जो उन्हें विरासत में मिला है। न्यूयार्क टाइम्स के अनुसार-

मीडिया की शक्ल क्या बताती है?

मीडिया के नकारात्मक पहलुओं पर विचार करते-करते व्यक्तियों की भूमिका तक पहुँचना स्वाभाविक है। बल्कि पहले हम व्यक्तियों की भूमिका देखते हैं, फिर उसके मीडिया की। कुछ व्यक्ति स्टार हैं। इसलिए उनकी बाज़ार में माँग है।

स्टार वे क्यों हैं? जवाब देने की हिमाकत करने के पहले देखना पड़ेगा कि स्टार कौन हैं। इलेक्ट्रानिक मीडिया के उदय के बाद से ज्यादातर स्टार वे हैं जो प्राइम टाइम खबरें देते हैं, या शो करते हैं या महत्वपूर्ण मौकों पर कवरेज के लिए भेजे जाते हैं। ध्यान से देखें तो अब स्टार कल्टीवेट किए जाते हैं। वे अपने ज्ञान, लेखन क्षमता या वैचारिक समझ के कारण महत्वपूर्ण नहीं हैं, बल्कि अपनी पहुँच के कारण हैं। कुछ की बनी-बनाई पहुँच होती है। परिवार या दोस्ती की वजह से। और कुछ पहुँच बनाते हैं। जिसकी बन गई उसकी लाटरी और जिसकी नहीं बनी तो उसके लिए कूड़ेदान।

पुराने स्टाइल का मीडिया क्या परास्त हो गया है?

आईबीएन सीएनएन ने राडिया लीक्स और विकी लीक्स के बाद अपने दर्शकों से सवाल किया कि क्या पुराने स्टाइल के जर्नलिज्म को नए स्टाइल के मीडिया ने हरा दिया हैं? क्या है नए स्टाइल का जर्नलिज्म? सागरिका घोष की बात से लगता है कि नया मीडिया। यानी सोशल मीडिया, ट्विटर वगैरह।

अब यह भी तो पता लगाइए कि टेप किसने जारी किए


पत्रकारिता और कारोबारियों के बीच रिश्तों को लेकर हाल में जो कुछ हुआ है उससे हम पार हो जाएंगे। पर शायद अपनी साख को हासिल नहीं कर पाएंगे। यह बात काफी देर बाद समझ में आएगी कि साख का भी महत्व है। और यह भी कि पत्रकारिता दो दिन में स्टार बनाने वाला मंच ज़रूर है, पर कभी ऐसा वक्त भी आता है जब चोटी से जमीन पर आकर गिरना होता है। बहरहाल अभी अराजकता का दौर है।

एशियाड में भारतीय लड़कियाँ

एशियाई खेलों में भारतीय टीम का प्रदर्शन बेहतर हुआ है। हमारी पोजीशन छठे नम्बर पर रही। असली सफलता एथलेटिक्स में मिली। इसमें चीन के बाद हमारा दूसरा स्थान रहा। भारतीय टीम ने कुल 11 मेडल जीते इनमें 10 लड़कियों ने हासिल किए। एथलेटिक्स में भारत के पाँच में से चार गोल्ड मेडल लड़कियों के नाम हैं।

नीरा राडिया टेप मामले से उठे सवाल


रतन टाटा के करीबी सूत्रों के अनुसार सम्भवतः वे इस मामले को सुप्रीम कोर्ट तक ले जाएंगे। रतन टाटा देश के सम्मानित उद्योगपति हैं और उनके संस्थान की देश की प्रगति में महत्वपूर्ण भूमिका है। वे चाहते हैं कि यह देश बनाना रिपब्लिक न बनने पाए। यानी यहाँ ताकतवर लोग जो मन में आए वह न करा पाएं। वास्तव में एक सभ्हय और सुसंस्कृत देश के रूप में हमारी साख का सवाल है।

क्या हैं टू जी, थ्रीजी और सीएजी

जेपीसी क्या होती है? और पीएसी क्या होती हैदूरसंचार आयोग क्या काम करता  है? और इन दिनों चल रहे दूरसंचार घोटाले का मतलब क्या है? किसने क्या फैसला किया और क्यों किया? सीएजी क्या करता है? उसे रपट लिखने की ज़रूरत क्यों आन पड़ी? उसकी रपट में क्या है?

मैं अपने आपको एक आम हिन्दी पाठक की जगह रखकर देखता हूँ तो ऐसे तमाम सवाल मेरे मन में उठते हैं। उसके बाद सुबह का अखबार उठाता हूँ तो कुछ और सवाल जन्म ले लेते हैं। टीआरएआई, जीओएम, एडीएजी, एफसीएफएस, 2जी, 3जी वगैरह-वगैरह के ढेर के बीच एक बात समझ में आती है कि कोई घोटाला हो गया है। मामला करोड़ों का नहीं लाखों करोड़ का है।

करप्शन कोश

मेरे मन में विचार आया है कि एक करप्शन कोश बनाया जाय। यह सिर्फ विचार ही है, पर इसे मूर्त रूप दिया जाय तो पठनीय सामग्री एकत्र की जा सकती है। इससे हमें कुछ जानकारियों को एक जगह लाने और विश्लेषण करने का मौका मिलेगा। करप्शन कितने प्रकार के हैं। सरकारी और अ-सरकारी करप्शन में क्या भेद है। करप्शन को रोकने के लिए समाज ने क्या किया। प्रतिफल क्या रहा। सामाजिक विकास के साथ करप्शन बढ़ा है या कम हुआ है। इस तरह के सैकड़ों बिन्दु हो सकते है।

हालांकि मैने बात भारतीय संदर्भ में शुरू की है, पर करप्शन तो वैश्विक अवधारणा है। इसका जन्म कहाँ हुआ। भारत में या कहीं और। क्या यह अनिवार्य है। यानी इससे पल्ला छुड़ाया जा सकता है या नहीं। करप्शन कोश की टाइमलाइन क्या हो। यानी 1947 या ईपू पाँच हजार साल। या पाँच अरब साल। क्या आप मेरी मदद करेंगे।

लगे हाथ मैं आपको ट्रांसपेरेंसी इंटरनेशनल के ताज़ा नतीज़ों से परिचित करादूँ। नीचे एक सूची है जिसमें खास-खास देशों के नाम है। जितना बड़ा नम्बर उतना ज्यादा करप्शन। पर क्या वास्तव में यह सूची ठीक बनी होगी।

चीन में एशिया खेल

ग्वांग्ज़ो में एशिया खेलों का उद्घाटन समारोह आकर्षक और मौलिक था। दिल्ली के कॉमनवैल्थ खेल समारोह के उद्घाटन कार्यक्रम से इक्कीस ही लगा। हालांकि इन खेलों में शामिल देशों की संख्या कॉमनवैल्थ देशों से कम है, पर हिस्सा लेने वाले खिलाड़ियों की संख्या दुगनी है। खेल का स्तर भी बेहतर होगा। ऑस्ट्रेलिया, इंग्लैंड और कनाडा की टीमों की कमी अकेले चीन की टीम ही कर देगी। फिर जापान और कोरिया हैं। ईरान, उज्बेकिस्तान, ताजिकस्तान, फिलीपाइन्स और इंडोनेशिया जैसी टीमें भी किसी से कम नहीं हैं।

हमारा सबसे लोकप्रिय खेल क्रिकेट भी यहाँ है, पर हमारी टीम नहीं है। सबसे रोचक होगा चीनी क्रिकेट टीम को देखना। पाकिस्तान के जावेद मियांदाद ने टीम की मदद की है। खेलना चीनी खिलाड़ियों को ही है। पिछले तीन-चार साल में चीनी क्रिकेट में पारंगत हो गए हैं। अब उनका हुनर देखने की बारी है। कुछ साल पहले तक वो हॉकी भी नहीं खेलते थे, पर दोहा एशियाड में उन्होंने भारत को हरा दिया। कोई सीखना चाहे तो उसके लिए कोई काम मुश्किल नहीं है।

ओबामा का पहला दिन

ओबामा की यात्रा के पहले ही दिन भाजपा की आपत्ति समझ में नहीं आई। मुम्बई में सबसे महत्वपूर्ण कार्यक्रम  भारत के उद्योग-व्यापार जगत के साथ संवाद का था। इसके लिए काफी पहले से तैयार फैसलों की घोषणा की गई है। ताज होटल से ओबामा की यात्रा का प्रारम्भ प्रतीक रूप में आतंकवाद-विरोधी वक्तव्य है। राजनैतिक वक्तव्य दिल्ली आने पर ही होना चाहिए। ओबामा बचना भी चाहेंगे तो प्रधानमंत्री मनमोहन सिंह कहीं यह बात उठाएंगे। सुषमा स्वराज खुद ओबामा से मुलाकात करने वाली हैं। किसी विदेशी यात्री की यात्रा शुरू होने के पन्द्रह मिनट के भीतर आलोचनात्मक वक्तव्य जारी करना मुझे बचकाना लगता है।

कल की घोषणाओं में इसरो, भारत डायनैमिक्स और डीआरडीओ पर से टेक्नॉलजी ट्रांसफर की पाबंदियाँ हटने की खबर महत्वपूर्ण है। अब अणु-ऊर्जा विभाग की पाबंदियाँ रह गईं हैं। शायद वे भी खत्म हो जाएंगी। भारत को  न्यूक्लियर सप्लायर्स ग्रुप में प्रवेश मिलने पर इस दिशा में एक कदम और आगे बढ़ेंगे। हालांकि इन सब बातों का फायदा अमेरिका को भी है, पर हमें भी तो है। इसके अलावा अंतरराष्ट्रीय समुदाय में हमारी जगह पहले के मुकाबले बेहतर होती जा रही है। अब से दस साल बाद हमारी पोजीशन आज के चीन से बेहतर होगी।

इस बात पर भी ध्यान दें कि हमारी प्रतियोगिता पाकिस्तान से नहीं है। हालांकि पाकिस्तान हमें निरंतर अपने बराबर खड़ा करने की कोशिश कर रहा है, पर अमेरिका उसे इस्लामी देशों का फ्रंटल स्टेट होने तक का ही महत्व देता है। भारत की उसे आर्थिक-सहयोग के लिए ज़रूरत है। इस रास्ते पर हम चले तो शायद पाकिस्तान भारत के साथ सामरिक प्रतियोगिता की जगह आर्थिक सहयोग के रास्ते पर आए। पाकिस्तान ने युद्धोन्माद और जेहादी राजनीति के कारण अपना काफी नुकसान कर लिया है।

संयुक्त राष्ट्र सुरक्षा परिषद के मामले में अमेरिका हमारा सीधे समर्थन नहीं करेगा। सुरक्षा परिषद के सुधार की ज़रूरत आने वाले समय में महसूस की जाएगी। बेशक कुछ विशेषाधिकार-प्राप्त देशों का अलग समूह बनाने की बात समझ में नहीं आती। पर विश्व समुदाय उतना अच्छा समुदाय नहीं है, जितना शब्दकोश का समुदाय शब्द है। भारत और पाकिस्तान हर स्तर पर समान नहीं हैं। और पाकिस्तान भी खुद को मालदीव के बराबर नही गिनेगा। श्रीलंका भी अपने आप को भूटान के बराबर नहीं रखेगा। बहरहाल देखते हैं आगे क्या होता है।

Don't endorse Indian bid for UNSC seat, says Pakistan

ISLAMABAD: Ahead of U. S. President Barack Obama's India visit, Pakistan on Friday warned that any endorsement of the Indian bid for a permanent seat in the United Nations Security Council (UNSC) would have a negative impact on issues relating to peace and security in South Asia.

“Existing anomalies”

This view was articulated by the Foreign Office before the Special Committee of the Parliament on Kashmir. Asked about India's prospects in acquiring a permanent seat in the UNSC and possible U. S. endorsement for such a position, the Foreign Office representatives sought to point out that Pakistan was opposed to expansion in the permanent category and “further perpetuation of existing anomalies.”

Against Charter

Pakistan's contention is that endorsing the candidacy of any one of more States for a permanent seat on the UNSC would be at variance with the spirit of the U.N.Charter and infringes upon the principles of sovereign equality.

“Creating a new class of privileged members, with or without veto, is not an option. The issue of the UNSC's expansion cannot be divorced from the broader questions relating to the restructuring of the global system.”

Consensus

According to the Foreign Office, Pakistan has been consistent on this position. “Such decisions that impact on the global system of inter-State relations based on the Charter require consensus. The spirit and the principles of the Charter should not be compromised, and sovereign equality is a cardinal principle.”

Counter-productive

While the Committee endorsed the government's position that India like any other sovereign State was entitled to develop its own bilateral relations in a manner it deems fit, the Foreign Office — in its briefing on the Obama visit to India — said the U. S. was informed about the need to maintain regional balance in South Asia.

“It is Pakistan's considered view that anything that militates against the regional balance is counter-productive and not in the interest of the region and the world.”

दिवाली पर चौतरफा खुशहाली-आज सुबह दिल्ली के  दैनिक भास्कर का यह मुख्य शीर्षक है। जयपुर का शीर्षक है घर-घर पधारिए माँ लक्ष्मी। दैनिक भास्कर और राजस्थान पत्रिका के बीच इन जिनों थ्री-डी अखबार देने की प्रतियोगिता है। पहले राजस्थान पत्रिका ने दिया, फिर दैनिक भास्कर ने। राजस्थान पत्रिका ने धनतेरस के दिन पाठकों से कहा, आज के अखबार को अपनी नाक के पास ले जाएं। इसमें स्ट्रॉबेरी की खुशबू आएगी।


आज के हिन्दुस्तान का शीर्षक है हैप्पी दिवाली। जागरण का शीर्षक है दिवाली धमाका। आमतौर पर फीलगुड फैक्टर का सबसे बड़ा पैरोकार नवभारत टाइम्स माने हिन्दी में NBT  ने शेयर बाजार और सोने वगैरह को लीड नहीं बनाया है। राष्ट्रीय सहारा ने भी NBT की तरह दफ्तर में आचरण के नए नियमों को तरज़ीह दी है।

अमर उजाला का शीर्षक है- सेंसेक्स और सोने ने बिखेरी चमक, बाजार रिकॉर्ड 20893 के स्तर पर बंद,  दिवाली और धनतेरस पर 200 अरब का सोना बिका।

हिन्दी इलाके के मध्यवर्ग की खुशी के रंग में भंग डालना अच्छा नहीं लगेगा, पर आज के हिन्दी अखबारों ने यूएनडीपी की मानवाधिकार रपट की खबर को महत्व देना पसंद नहीं किया, जिसके अनुसार भारत दुनिया में आर्थिक प्रगति की तेजी में टॉप के दस देशों में है, पर मानव विकास में पिछड़टा जा रहा है। टाइम्स ऑफ इंडिया ने इस खबर को टॉप पर लगाया है कि लैंगिक समानता के मामले में भारत का दर्जा पाकिस्तान से भी नीचा है।

देश की खुशहाली और जनता की अमीरी बढ़ते देखना अच्छा लगता है, पर खबरों के चयन में हिन्दी अखबारों का यह दृष्टिकोण समझ में नहीं आता। ऐसी खबरें टाइम्स ऑफ इंडिया और इंडियन एक्सप्रेस में छपती हैं, जबकि उनके पाठक अपेक्षाकृत उच्च वर्ग से आते हैं।



हिन्दी अखबारों की कवरेज को देखें तो लगता नहीं कि वे अपने इलाके का प्रतिनिधित्व कर रहे हैं। इलाके की आर्थक संरचना को थोड़ी देर के लिए भूल भी जाएं तो इन अखबारों में संस्कृति भी कृत्रिम है। हम अपने पर्वों को किस तरह मनाते हैं, यह हमारे लिए महत्वपूर्ण नहीं रहा। इसकी जगह छिछली अंग्रेजियत ने ले ली है। न जाने क्यों हमारे स्वाभिमान को चोट नहीं लगती।

सम्भव है मेरी यह बातें पिछड़ापन और दकियानूसी लगें, पर मुझे मीडियामार्ग से प्रवाहित यह खुशी नकली और आत्मघाती लगती है। मेरी कामना है कि हम वास्तव सें सुखी हों, अकेले ही नहीं पूरे समुदाय के साथ। उन करोड़ों उदास और परेशान आँखों को याद करें जिनके लिए आपके घर की रोशनी कोई माने नहीं रखती।

मीडिया और राष्ट्र-राज्य


इस साल का नोबेल शांति पुरस्कार चीन के मानवाधिकारवादी ल्यू श्याओबो को देने की घोषणा की गई है। इसे लेकर चीन सरकार ने गहरी नाराज़गी ज़ाहिर की है। चीन के साथ अपनी मैत्री को साबित करने के लिए पाकिस्तान ने भी इस पुरस्कार पर हैरत और परेशानी का इज़हार किया है। नोबेल शांति पुरस्कार पर आमतौर पर राजनीति का मुलम्मा चढ़ा रहता है, पर वह पश्चिम का सम्मानित पुरस्कार है। यह भी सच है कि मानवाधिकारों को लेकर जो दिलचस्पी पश्चिमी देशों में है, वह हमारे जैसे पूर्वी देशों में नहीं है। 

एमनेस्टी इंटरनेशनल और ह्यूमन राइट्स वॉच जैसी संस्थाओं की जो रपटें पाकिस्तान, चीन या अफ्रीकी देशों के खिलाफ जाती हैं हम उनपर विस्तार से चर्चा करते हैं, पर जब हमारी व्यवस्था का जिक्र होता है तो हम उसे पश्चिमी भेदभाव के रूप में देखते हैं। यह भी विडंबना है कि इन दिनों मानवाधिकार और अभिव्यक्ति की स्वतंत्रता की ज़रूरत एक ओर धुर वामपंथी कार्यकर्ता महसूस कर रहे हैं वहीं कश्मीर के गिलानी जैसे नेता महसूस करते हैं, जिनकी लोकतंत्र और धर्मनिरपेक्षता के बारे में एक जैसी धारणा नहीं है। पर हम इस अधिकार की उपेक्षा नहीं कर सकते हैं। यह अधिकार है तो इसे व्यावहारिक रूप से लागू भी होना चाहिए। 

अरुंधती रॉय ने कहा कि कश्मीर भारत का अभिन्न अंग कभी नहीं रहा। ऐसा उन्होंने पहली बार नहीं कहा। वे इसके पहले भी यह बात कह चुकी हैं। महत्वपूर्ण था उनका दिल्ली की एक सभा में ऐसा कहना। उस सभा में सैयद अली शाह गिलानी भी बोले थे। उनके अलावा पूर्वोत्तर के कुछ राजनैतिक कार्यकर्ता इस सभा में थे। देश की राजधानी में भारतीय राष्ट्र राज्य के बारे में खुलकर ऐसी चर्चा ने बड़ी संख्या में लोगों को मर्माहत किया, सदमा पहुँचाया। पहले रोज़ मीडिया में जब इसकी खबरें छपीं तब तक यह सनसनीखेज़ खबर भर थी। इसके बाद भारतीय जनता पार्टी ने इस सभा में विचार व्यक्त करने वालों पर देशद्रोह का मुकदमा चलाने की माँग की तब अचानक लोगों को लगा कि यह तो देशद्रोह हो गया है। 

अरुंधती रॉय के वक्तव्य से जुड़े अनेक मसले हैं, जिनपर मीडियाकर्मी होने के नाते हमें ध्यान देना चाहिए। उन्होंने जो कहा वह देशद्रोह था या नहीं? दूसरे इस प्रकार के संवेदनशील मसलों को किस तरह रिपोर्ट किया जाय? तीसरे कभी ऐसा मौका आ पड़े जब हमें इंसानियत और राष्ट्रप्रेम के बीच चुनाव करना हो तो क्या करें? मीडिया के मार्फत हमारा समाज विचार-विमर्श भी करता है और जानकारी भी हासिल करता है, इसलिए हमारा फर्ज़ होता है कि इसके मार्फत हम पूरी कोशिश करें कि दोनों काम वस्तुगत(ऑब्जेक्टिवली) पूरे हों। हमारा कोई भी दृष्टिकोण हो दूसरे सभी दृष्टिकोणों को सामने रखें। यह बेहद मुश्किल काम है।

हमारे संविधान का अनुच्छेद 19(1) ए नागरिकों को अपनी बात कहने का अधिकार देता है। इस अधिकार पर कुछ पाबंदियाँ भी हैं। अनुच्छेद 19(2) ए में कहा गया है कि अनुच्छेद 19(1)ए के होते हुए भी भारत की एकता और अखंडता, देश की सुरक्षा, वैदेशिक रिश्तों, लोक व्यवस्था,  मानहानि, अश्लीलता आदि के मद्देनज़र इस अधिकार को नियंत्रित तथा सीमित किया जा सकता है। भारतीय दंड संहिता की धारा 121ए तथा 124ए के अंतर्गत देशद्रोह दंडनीय अपराध हैं। 124ए में उन गतिविधियों के तीन स्पष्टीकरण हैं, जिन्हें देशद्रोह माना जा सकता है। इन स्पष्टीकरणों के बाद भी केदारनाथ बनाम बिहार राज्य के मामले में 1962 में सुप्रीम कोर्ट ने स्पष्ट किया कि जब तक सशस्त्र विद्रोह या हिंसा के इस्तेमाल की अपील न हो तब तक कुछ भी राजद्रोह नहीं है। मोटे तौर पर राष्ट्र-राज्य से असहमति को देशद्रोह नहीं मानना चाहिए। 

सन 1922 में अंग्रेज सरकार ने महात्मा गांधी और शंकरलाल घेलाभाई बैंकर पर ‘यंग इंडिया’ में प्रकाशित तीन लेखों को लेकर आईपीसी की धारा 124 ए के तहत मुकदमा चलाया। हालांकि महात्मा गांधी और बैंकर ने शुरू में ही आरोप को स्वाकार कर लिया, इसलिए मुकदमे को आगे बढ़ाने की ज़रूरत नहीं थी, पर सरकारी एडवोकेट जनरल सर स्ट्रैंगमैन का आग्रह था कि कार्यवाही पूरी की जाय। इस मामले में गांधी जी ने इस कानून के बारे जो टिप्पणी की उसे भी पढ़ना चाहिए। इसका एक अंश इस प्रकार है- Section 124 A, under which I am happily charged, is perhaps the prince among the political sections of the Indian Penal Code designed to suppress the liberty of the citizen. Affection cannot be manufactured or regulated by law. If one has no affection for a person or system, one should be free to give the fullest expression to his disaffection, so long as he does not contemplate, promote, or incite to violence. But the section under which mere promotion of disaffection is a crime. I have studied some of the cases tried under it; I know that some of the most loved of India’s patriots have been convicted under it.

बीसवीं सदी में अभिव्यक्ति के अधिकार को लेकर काफी विचार-विमर्श हुआ। खासतौर से अमेरिका के वियतनाम, अफगानिस्तान और इराक अभियानों के मद्देनज़र। दूसरे विश्वयुद्ध के दौरान देश-द्रोह और देश-भक्ति जैसे जुम्ले ज्यादा ज़ोरदार ढंग से उछले। बीबीसी तक पर कई बार संदेह किया गया। वियतनाम और इराक में कार्रवाई के दौरान अमेरिका में सरकार-विरोधी रैलियाँ निकलतीं रहीं। अच्छा हुआ कि अरुंधती रॉय के खिलाफ कार्रवाई नहीं की गई। इससे हमारी लोकतांत्रिक व्यवस्था मजबूत ही हुई है। कमज़ोर नहीं हुई।  

अरुंधती रॉय के विचार-व्यक्त करने के अधिकार का समर्थन एक बात है और उनके विचारों का समर्थन दूसरी बात है। कश्मीर भारत का अभिन्न अंग है या नहीं इस बारे में कम से कम उन्हें विशेषज्ञ नहीं माना जा सकता। कश्मीर पर कोई भी दृष्टिकोण तब तक अधूरा है, जब तक उसके सारे पहलू साफ न हों। कश्मीरी पंडित डोगरे और लद्दाख के बौद्ध गिलानी साहब के इस्लामी एजेंडा में फिट नहीं होते। कश्मीर की स्वतंत्रता एक अलग मसला है और उसे पाकिस्तान में शामिल कराने की कामना दूसरा मसला है। अरुंधती रॉय की भारतीय राष्ट्र-राज्य के बारे में तमाम धारणाओं से सहमति और असहमति व्यक्त की जा सकती है। कश्मीर पर वे क्या चाहतीं हैं, यह बात साफ नहीं है। इस मामले में गिलानी और कश्मीर के दूसरे अलगाववादियों के बीच भी मतभेद हैं। 

मुम्बई की आदर्श हाउसिंग सोसायटी के घपले, कॉमनवैल्थ गेम्स के घोटालों और उसके पहले शेयर बाज़ार से लेकर हवाला तक के घोटालों को देखें तो हमें इस व्यवस्था में तमाम खोट नज़र आएंगे। हैरत इस बात पर है कि हमारा मीडिया इन मामलों की तह तक नहीं जाता। इसकी एक वज़ह यह है कि मीडिया का लक्ष्य बिजनेस है जन-कल्याण नहीं। राष्ट्रवाद के भावनात्मक पहलू का फायदा तो वह उठाना चाहता है, पर राष्ट्रीय कल्याण के व्यावहारिक मसलों की तफतीश नहीं करना चाहता।

इस लेख की शुरुआत मैने चीन के मानवाधिकार कार्यकर्ता ल्यू श्याओबो से की थी। चीन के संविधान के अनुच्छेद 35 के तहत वहाँ के नागरिकों को अभिव्यक्ति, अखबार निकालने, सभा करने, संगठन बनाने और आंदोलन करने तक की आज़ादी है। यह आज़ादी काग़ज़ी है। हमारे संविधान की आज़ादियाँ अपेक्षाकृत कम काग़ज़ी हैं, पर पूरी वे भी नहीं हैं। हमारा आदर्श वाक्य सत्यमेव जयते पूरी तरह लागू होना चाहिए। इसके लिए कम से कम अपनी बात कहने का हक तो होना चाहिए। अपने देश से प्रेम इसलिए होना चाहिए कि हम इसमें रहने वाले लोगों को न्यायपूर्ण व्यवस्था देना चाहते हैं, उनकी खुशहाली चाहते हैं। देश-प्रेम और मनुष्य-मात्र से प्रेम के बीच कोई टकराव नहीं होता।    





इस पूरे मामले में व्यक्ति के अधिकार का मसला मेरे विचार से महत्वपूर्ण है। अरुंधती रॉय के समग्र राजनैतिक विचारों में कुछ बातें आकर्षित करती हैं और बहुत सी नहीं करतीं।

Statement In The Great Trial Of 1922
March 18, 1922

[The historical trial of Mahatma Gandhi and Shri Shankarlal Ghelabhai Banker, editor, and printer and publisher respectively of Young India, on charges under Section 124 A of the Indian Penal Code, was held on Saturday, 18th March 1922, before Mr. C. N. Broomfield, I. C. S., District and Sessions Judge, Ahmedabad.]

Sir J. T. Strangman, Advocate-General, with Rao Bahadur Girdharlal Uttamram, Public Prosecutor of Ahmedabad, appeared for the Crown. Mr. A. C. Wild, Remembrance of Legal Affairs, was also present. Mahatma Gandhi and Shri Shankarlal Banker were undefended.

Among the members of the public who were present on the occasion were : Kasturba Gandhi, Sarojini Naidu, Pandit M. M. Malaviya, Shri N. C. Kelkar, Smt. J. B. Petit, and Smt. Anasuyaben Sarabhai.

The Judge, who took his seat at 12 noon, said that there was slight mistake in the charges were then read out by the Registrar. These charges were of “bringing or attempting to excite disaffection towards His Majesty’s Government established by law in British India, and thereby committing offences punishable under Section 124 A of the Indian Penal Code,” the offences being in three articles published in Young India of September 29 and December 15 of 1921, and February 23 of 1922. The offending articles were then read out : first of them was, “Tampering with Loyalty”; and second, “The Puzzle and its Solution”, and the last was “Shaking the Manes”.

The Judge said that the law required that the charges should not be read out but explained. In this case it would not be necessary for him to say much by way of explanation. The charge in each case was that of bringing or attempting to excite into hatred or contempt or exciting or attempting to excite disaffection towards His Majesty’s Government, established by law in British India. Both the accused were charged with the three offences under Section 124 A, contained in the articles read out, written by Mahatma Gandhi and printed by Shri Banker.

The charges having been read out, the Judge called upon the accused to plead to the charges. He asked Gandhiji whether he pleaded guilty or claimed to be tried.

Gandhiji said : “I plead guilty to all the charges. I observe that the King’s name has been omitted from the charge, and it has been properly omitted.”]

The Judge asked Shri banker the same question and he too readily pleaded guilty.

The Judge wished to give his verdict immediately after Gandhiji had pleaded guilty, but Sir Strangman insisted that the procedure should be carried out in full. The Advocate-General requested the Judge to take into account “the occurrences in Bombay, Malabar and Chauri Chaura, leading to rioting and murder”. He admitted, indeed, that “in these articles you find that non-violence is insisted upon as an item of the campaign and of the creed,” but the added “of what value is it to insist on non-violence, if incessantly you preach disaffection towards the Government and hold it up as a treacherous Government, and if you openly and deliberately seek to instigate others to overthrow it?” These were the circumstances which he asked the Judge to take into account in passing sentence on the accused.

As regards Shri Banker, the second accused, the offence was lesser. He did the publication but did not write. Sir Strangman’s instructions were that Shri Banker was a man of means and he requested the court to impose a substantial fine in addition to such term of imprisonment as might be inflicted upon.

Court : Mr. Gandhi, do you wish to make any statement on the question of sentence?

Gandhiji : I would like to make a statement.

Court : Could you give me in writing to put it on record?

Gandhiji : I shall give it as soon as I finish it.

Gandhiji then made the following oral statement followed by a written statement that he read.]

Before I read this statement I would like to state that I entirely endorse the learned Advocate-General’s remarks in connection with my humble self. I think that he has made, because it is very true and I have no desire whatsoever to conceal from this court the fact that to preach disaffection towards the existing system of Government has become almost a passion with me, and the Advocate-General is entirely in the right when he says that my preaching of disaffection did not commence with my connection with Young India but that it commenced much earlier, and in the statement that I am about to read, it will be my painful duty to admit before this court that it commenced much earlier than the period stated by the Advocate-General. It is a painful duty with me but I have to discharge that duty knowing the responsibility that rests upon my shoulders, and I wish to endorse all the blame that the learned Advocate-General has thrown on my shoulders in connection with the Bombay occurrences, Madras occurrences and the Chauri Chaura occurrences. Thinking over these things deeply and sleeping over them night after night, it is impossible for me to dissociate myself from the diabolical crimes of Chauri Chaura or the mad outrages of Bombay. He is quite right when he says, that as a man of responsibility, a man having received a fair share of education, having had a fair share of experience of this world, I should have known the consequences of every one of my acts. I know them. I knew that I was playing with fire. I ran the risk and if I was set free I would still do the same. I have felt it this morning that I would have failed in my duty, if I did not say what I said here just now.

I wanted to avoid violence. Non-violence is the first article of my faith. It is also the last article of my creed. But I had to make my choice. I had either to submit to a system which I considered had done an irreparable harm to my country, or incur the risk of the mad fury of my people bursting forth when they understood the truth from my lips. I know that my people have sometimes gone mad. I am deeply sorry for it and I am, therefore, here to submit not to a light penalty but to the highest penalty. I do not ask for mercy. I do not plead any extending act. I am here, therefore, to invite and cheerfully submit to the highest penalty that can be inflicted upon me for what in law is a deliberate crime, and what appears to me to be the highest duty of a citizen. The only course open to you, the Judge, is, as I am going to say in my statement, either to resign your post, or inflict on me the severest penalty if you believe that the system and law you are assisting to administer are good for the people. I do not except that kind of conversion. But by the time I have finished with my statement you will have a glimpse of what is raging within my breast to run this maddest risk which a sane man can run.

I owe it perhaps to the Indian public and to the public in England, to placate which this prosecution is mainly taken up, that I should explain why from a staunch loyalist and co-operator, I have become an uncompromising disaffectionist and non-co-operator. To the court too I should say why I plead guilty to the charge of promoting disaffection towards the Government established by law in India.

My public life began in 1893 in South Africa in troubled weather. My first contact with British authority in that country was not of a happy character. I discovered that as a man and an Indian, I had no rights. More correctly I discovered that I had no rights as a man because I was an Indian.

But I was not baffled. I thought that this treatment of Indians was an excrescence upon a system that was intrinsically and mainly good. I gave the Government my voluntary and hearty co-operation, criticizing it freely where I felt it was faulty but never wishing its destruction.

Consequently when the existence of the Empire was threatened in 1899 by the Boer challenge, I offered my services to it, raised a volunteer ambulance corps and served at several actions that took place for the relief of Ladysmith. Similarly in 1906, at the time of the Zulu ‘revolt’, I raised a stretcher bearer party and served till the end of the ‘rebellion’. On both the occasions I received medals and was even mentioned in dispatches. For my work in South Africa I was given by Lord Hardinge a Kaisar-i-Hind gold medal. When the war broke out in 1914 between England and Germany, I raised a volunteer ambulance cars in London, consisting of the then resident Indians in London, chiefly students. Its work was acknowledge by the authorities to be valuable. Lastly, in India when a special appeal was made at the war Conference in Delhi in 1918 by Lord Chelmsford for recruits, I struggled at the cost of my health to raise a corps in Kheda, and the response was being made when the hostilities ceased and orders were received that no more recruits were wanted. In all these efforts at service, I was actuated by the belief that it was possible by such services to gain a status of full equality in the Empire for my countrymen.

The first shock came in the shape of the Rowlatt Act-a law designed to rob the people pf all real freedom. I felt called upon to lead an intensive agitation against it. Then followed the Punjab horrors beginning with the massacre at Jallianwala Bagh and culminating in crawling orders, public flogging and other indescribable humiliations. I discovered too that the plighted word of the Prime Minister to the Mussalmans of India regarding the integrity of Turkey and the holy places of Islam was not likely to be fulfilled. But in spite of the forebodings and the grave warnings of friends, at the Amritsar Congress in 1919, I fought for co-operation and working of the Montagu-Chemlmsford reforms, hoping that the Prime Minister would redeem his promise to the Indian Mussalmans, that the Punjab wound would be healed, and that the reforms, inadequate and unsatisfactory though they were, marked a new era of hope in the life of India.

But all that hope was shattered. The Khilafat promise was not to be redeemed. The Punjab crime was whitewashed and most culprits went not only unpunished but remained in service, and some continued to draw pensions from the Indian revenue and in some cases were even rewarded. I saw too that not only did the reforms not mark a change of heart, but they were only a method of further raining India of her wealth and of prolonging her servitude.

I came reluctantly to the conclusion that the British connection had made India more helpless than she ever was before, politically and economically. A disarmed India has no power of resistance against any aggressor if she wanted to engage, in an armed conflict with him. So much is this the case that some of our best men consider that India must take generations, before she can achieve Dominion Status. She has become so poor that she has little power of resisting faminies. Before the British advent India spun and wove in her millions of cottages, just the supplement she needed for adding to her meager agricultural resources. This cottage industry, so vital for India’s existence, has been ruined by incredibly heartless and inhuman processes as described by English witness. Little do town dwellers how the semi-starved masses of India are slowly sinking to lifelessness. Little do they know that their miserable comfort represents the brokerage they get for their work they do for the foreign exploiter, that the profits and the brokerage are sucked from the masses. Little do realize that the Government established by law in British India is carried on for this exploitation of the masses. No sophistry, no jugglery in figures, can explain away the evidence that the skeletons in many villages present to the naked eye. I have no doubt whatsoever that both England and the town dweller of India will have to answer, if there is a God above, for this crime against humanity, which is perhaps unequalled in history. The law itself in this country has been used to serve the foreign exploiter. My unbiased examination of the Punjab Marital Law cases has led me to believe that at least ninety-five per cent of convictions were wholly bad. My experience of political cases in India leads me to the conclusion, in nine out of every ten, the condemned men were totally innocent. Their crime consisted in the love of their country. In ninety-nine cases out of hundred, justice has been denied to Indians as against Europeans in the courts of India. This is not an exaggerated picture. It is the experience of almost every Indian who has had anything to do with such cases. In my opinion, the administration of the law is thus prostituted, consciously or unconsciously, for the benefit of the exploiter.

The greater misfortune is that the Englishmen and their Indian associates in the administration of the country do not know that they are engaged in the crime I have attempted to describe. I am satisfied that many Englishmen and Indian officials honestly systems devised in the world, and that India is making steady, though, slow progress. They do not know, a subtle but effective system of terrorism and an organized display of force on the one hand, and the deprivation of all powers of retaliation or self-defence on the other, as emasculated the people and induced in them the habit of simulation. This awful habit has added to the ignorance and the self-deception of the administrators. Section 124 A, under which I am happily charged, is perhaps the prince among the political sections of the Indian Penal Code designed to suppress the liberty of the citizen. I consider it a privilege, therefore, to be charged under that section. I have endeavored to give in their briefest outline the reasons for my disaffection. I have no personal ill-will against any single administrator, much less can I have any disaffection towards the King’s person. But I hold it to be a virtue to be disaffected towards a Government which in its totality has done more harm to India than any previous system. India is less manly under the British rule than she ever was before. Holding such a belief, I consider it to be a sin to have affection for the system. And it has been a precious privilege for me to be able to write what I have in the various articles tendered in evidence against me.

In fact, I believe that I have rendered a service to India and England by showing in non-co-operation the way out of the unnatural state in which both are living. In my opinion, non-co-operation with evil is as much a duty as is co-operation with good. But in the past, non-co-operation has been deliberately expressed in violence to the evil-doer. I am endeavoring to show to my countrymen that violent non-co-operation only multiples evil, and that as evil can only be sustained by violence, withdrawal of support of evil requires complete abstention from violence. Non-violence implies voluntary submission to the penalty for non-co-operation with evil. I am here, therefore, to invite and submit cheerfully to the highest penalty that can be inflicted upon me for what in law is deliberate crime, and what appears to me to be the highest duty of a citizen. भारत-चीन और जापान

-प्रधानमंत्री की जापान-मलेशिया और वियतनाम यात्रा के संदर्भों में आर्थिक सहयोग और विकास के मुकाबले ज्यादा ध्यान सामरिक और भू-राजनैतिक प्रश्नों को दिया जा रहा है। हालांकि मनमोहन सिंह ने स्पष्ट किया है कि हम चीन के साथ आर्थिक सहयोग को ज्यदा महत्व देंगे विवादों को कम, पर सब जानते हैं कि अंतरराष्ट्रीय राजनय में स्टेटेड और रियल पॉलिसी एक नहीं होती।

भारत का आसियान के साथ फ्री ट्रेड एग्रीमंट है। और अब हम अलग-अलग देशों के साथ आर्थिक सहयोग के समझौते भी करेंगे। पर यह हमेशा याद रखना चाहिए कि आर्थिक शक्ति की रक्षा के लिए सामरिक शक्ति की ज़रूरत होती है।  हमें किसी देश के खिलाफ यह शक्ति नहीं चाहिए। हमारे जीवन में दूसरे शत्रु भी हैं। सागर मार्गों पर डाकू विचरण करते हैं। आतंकवादी भी हैं। इसके अलावा कई तरह के आर्थिक माफिया और अपराधी हैं।

भारत अब अपनी नौसेना को ब्लू वॉटर नेवी के रूप में परिवर्तित कर रहा है। यानी दूसरे महासागरों तक प्रहार करने में समर्थ नौसेना। हमारी परमाणु शक्ति-चलित पनडुब्बी का परीक्षण चल रहा है। एक पनडुब्बी रूस से आ रही है। हमारी नौसेना को परमाणु शक्ति चलित पनडुब्बियों के संचालन का करीब डेढ़ दशक  का अनुभव है। इस इलाके में विमानवाहक पोत हमारे पास ही हैं। चीन भी इस मामले में हम से पीछे है। प चीन ने अपनी पनडुब्बियों के सहारे हिन्द महासागर में अपनी उपस्थिति बना ली है।

दुर्भाग्य है  कि हम आसियान के साथ फ्री ट्रेड एग्रीमेंट कर सकते हैं, पर  दक्षिण एशिया में उससे कमतर समझौता भी पाकिस्तान से नहीं कर सकते। कश्मीर एक सबसे बड़ी राजनैतिक वजह है। इधर चीन ने दक्षिण एशिया के बारे में अपनी दृष्टि में बदलाव किया है। स्टैपल्ड वीज़ा समस्या नहीं, समस्या का लक्षण मात्र है। चीन से जिस तरह की प्रतिक्रियाएं आ रही हैं, उनसे लगता है कि वहाँ भारत को लेकर उत्तेजना है।

चीन आज हमसे कहीं बड़ी ताकत है, पर अभी वहाँ हमरी जैसी लोकतांत्रिक व्यवस्था नहीं है। हमारी अधूरी व्यवस्था में जब इतनी बाधाएं हैं तब आप सोचें पूर्ण लोकतंत्र होने तक क्या होगा। पर लोकतांत्रिक-विकास  इसलिए ज़रूरी है कि राजशाही और तानाशाही अब चलने वाली नहीं। तानाशाही में तेज़ आर्थक विकास सम्भव है, पर जनता की भागीदारी के बगैर वह विकास निरर्थक है। चीन को अभी बड़े परीक्षण से गुज़रना है। हम उस परीक्षण के दूसरे या तीसरे चरण से गुज़र रहे हैं।

India's "Look East Policy" means "Look to encircle China" ?

Indian Prime Minister Manmohan Singh's three-nation visit to Japan, Malaysia and Vietnam has been a media hype at home, being even describe as a missionary trip to seek new strategic allies to deal with China, and to showcase India's resolve to persist on its "Look East Policy" on its way to pursue the geopolitical and economic goals and achieve a "Big Power" status in the region, if not the leading power.

Some of the Indian media even add more color to Singh's Japan visit, besides the nuke deal and trade agreements, desperately crying it is high time for India that it strengthened the embankment of Tokyo to prevent "China's expansion."

As for Japan, whose relations with China have frosted over amid the diplomatic détente over the East China Sea, India, with a large consumer base, exudes a magnetic appeal to the presently sluggish economic power. Moreover, India's rare earth, although much less than China's deposits, is enough at the moment to present a peculiar fascination to Japan, who has all these days complaining about Chin's restriction on the rare earth exports and is anxious to get rid of the passive status quo caused by the undue reliance on China's supplies.

On top of that, India is viewed by Japan as an ideal partner to establish the strategic cooperation in security, based on the assumption that both of them are being threatened by China's military assertiveness in East China Sea as well as in the India Ocean. On this basis, Japan and India have both placed high expectations upon each other in combining strengths to counterbalance China.

But, what is noteworthy is that in Japan too, there are also sections that are wary of Tokyo aligning too closely with India. Robyn Lim, professor of international politics at Nanzan University in Nagoya, for instance, has been arguing that "the risks of alignment with India outweigh the advantages".

Some Japanese military observers somewhat echoed the opinion that it would be quite risky for Japan if it steps unusually close to India. A newly set alliance among Japan, India and Vietnam "might seem a logical response to China's ambitions in the South China Sea," as they opined.

The logic goes like this----India cannot protect Vietnam against China but its presence in Vietnam (if Hanoi were to give Delhi access to a naval base) would raise tensions with China and Japan would get drawn into the conflict. "Why would Japan wish to allow India to drag it into Vietnam's mostly self-inflicted problems with Beijing?" they argued.

Back to India, although its hawks are so intoxicated at the idea that India finally regains the momentum to counteract China's rising regional clout, with the " Look East Policy" as its guiding principle, encouraged by its leaders' sound relationship with ASEAN nations, and by taking advantage of the face-off between China and Japan, India still cannot relax its spasm of worries about China, nor can it brush aside the fear that China might nip its ambitions in the bud.

History is a great teacher. India's "Look East policy" was born out of failure---- the failure of India's Cold War strategy of "playing both ends against the middle", today, India is harping on the same string, but should wisely skip the out-of-tune piece. No matter what a strong temptation it is at the idea of benefiting from China and Japan playing off each other or killing the rival by another's hand.

The savvy Indian leadership will never rashly board the ship of Japan without giving a glance at China's expression. After all, it is not Japan, but China that acts as India's largest trade partner with the overall volume in 2010 to exceed US$ 60 billion.

मीडिया-संकट पर एक आउटलुक


अंग्रेजी पत्रिका आउटलुक कई मानों में अपने किस्म की अनोखी है। विनोद मेहता ने पायनियर को नए ढंग का अखबार बनाकर पेश किया था। वह आर्थिक रूप से सफल नहीं हुआ। पर आउटलुक आर्थिक रूप से भी सफल साबित हुआ। बावजूद इसके कि मुकाबला इंडिया टुडे जैसी पत्रिका से था जो उसके बीस साल पहले से बाज़ार में थी। आउटलुक न तो समाचार-केन्द्रित है और न विचार-पत्रिका है। बेशक वह भी बिजनेस के लिए मैदान में है, पर उन गिनी-चुनी पत्रिकाओं में से एक है, जिसके शीर्ष पर एक पत्रकार है। उसकी यूएसपी है विचारोत्तेजक और पठनीय सामग्री। वह सामग्री जिसकी भारतीय मीडिया इन दिनों सायास उपेक्षा कर रहा है। आउटलुक के 15 साल पूरे होने पर जो विशेषांक निकला है, वह हालांकि हिन्दी या भारतीय भाषाओं के पत्रकारों की दृष्टि से अधूरा है, पर पढ़ने लायक है।
 
भारतीय मीडिया के चालू दौर को विकास और उत्साह का दौर भी कहा जा सकता है और संकट का भी। मीडिया के कारोबार और पाठक-दर्शक पर उसके असर को देखें तो निराश होने की वही वज़ह नहीं है जो पश्चिम में है। यही हैरत की बात है जिसकी ओर सुमीर लाल ने इस अंक में इशारा किया है। पश्चिम में मालिक, पत्रकार और पाठक तीनों गुणात्मक पत्रकारिता के हामी हैं, पर उसका आर्थिक आधार ढह रहा है। हमारे यहाँ आर्थिक आधार बन रहा है, पर गुणात्मक पत्रकारिता का जो भी ढाँचा था वह सायास ढहाया जा रहा है। 

इलेक्ट्रॉनिक मीडिया में कंटेंट एंड फिल के जुम्ले को नोम चोम्स्की ने दोहराया है। इसमें कंटेंट माने खबर या पत्रकारीय सामग्री नहीं है, बल्कि विज्ञापन है। और फिल है खबरें। यानी महत्वपूर्ण हैं ब्रेक। ब्रेक और ब्रेक के बीच क्या दिखाया जाय इसे लोकर गम्भीरता नहीं है। अखबारों में सबसे महत्वपूर्ण चीज़ होती है डमी। डमी यानी वह नक्शा जो बताता है कि विज्ञापन लगने के बाद एडिटोरियल कंटेट कहाँ लगेगा। इसमें भी दिक्कत नहीं थी। आखिर खबरें लाने वालों के वेतन का इंतज़ाम भी करना होता है। पर हमने इस तरफ ध्यान नहीं दिया कि खबरें फिलर बन गईं। दूसरी ओर ऐसे लोगों की संख्या बढ़ रही है जो मीडिया पर विश्वास नहीं करते। 

आउटलुक के इस अंक का शीर्षक है द ग्रेट इंडियन मीडिया क्राइसिस। क्राइसिस माने क्या? पेड न्यूज़ और टीआरपी दो बदनाम शब्द हैं, पर क्या संकट इतना ही है? मीडिया से लोकतांत्रिक समाज बनता है या लोकतांत्रिक समाज अपना विश्वसनीय मीडिया बनाता है? मैकलुहान के अनुसार पहला औद्योगिक कारोबार मीडिया का ही था। यानी विश्वसनीयता का व्यवसाय। एक अर्से तक यह कारोबार ठीक से चला, भले ही उसमें तमाम छिद्र थे। और फिर लोभ और लालच ने पनीली सी विश्वसनीयता को खत्म कर डाला। नोम चोम्स्की के अनुसार अमेरिकी लिबरल के माने हैं स्टेट के समर्थक। राज्य की शक्ति के, राज्य की हिंसा के और राज्य के अपराधों के। नोम चोम्स्की अमेरिकी राज्यशक्ति के आलोचक हैं। उनकी धारणा है कि जो काम तानाशाही हिंसक शक्ति के मार्फत करती है वही काम लिबरल व्यवस्था अपने मीडिया के मार्फत करता है। 

मीडिया के मालिक आखिरकार अमीर लोग होते हैं वैल कनेक्टेड। पब्लिक रिलेशंस उद्योग का लक्ष्य है लोगों की मान्यताओं और व्यवहार को नियंत्रित करना। क्या कोई समाज ऐसा है जो इससे मुक्त हो? आप रोज़-ब-रोज़ एक खास तरह की राय पढ़ते हैं, टीवी पर देखते हैं तो काफी बड़ी संख्या में लोगों की वही राय बनती जाती है। यह बात राजनीति पर भी लागू होती है और उपभोक्ता बाज़ार पर भी। चोम्स्की के पास भारतीय मीडिया की जानकारी काफी सीमित है, पर उनसे इस बात पर असहमति नहीं हो सकती कि भारतीय मीडिया काफी बंदिशों से भरा, संकीर्ण, स्थानीय, जानकारी के मामले में सीमित है और काफी चीजों की उपेक्षा करता है। 

आउटलुक के इस अंक में काफी अच्छे नाम हैं। पर सीधे भारतीय संदर्भों में प्रणंजय गुहा ठकुरता, दीपांकर गुप्ता और रॉबिन जेफ्री ही हैं। बल्कि वास्तविक भारतीय संदर्भों में ये तीनों महत्वपूर्ण हैं। या फिर महत्वपूर्ण हैं रवि धारीवाल जिन्होंने टाइम्स ऑफ इंडिया के उज्जवल पक्ष को रखा है। वे कहते हैं हमारा अखबार सम्पादक के लिए नहीं जनता के लिए निकलता है। कॉमन मैन के लिए। पर टाइम्स इंडिया का यह कॉमनमैन क्या आरके लक्ष्मण के कॉमन मैन जैसा है? धारीवाल के अनुसार टाइम्स के सम्पादक पार्टीबाज़ नहीं होते। वे जनता से संवाद करते हैं। कम से कम विचार या सिद्धांत में यह बात अच्छी है। सैद्धांतिक पत्रकारिता भी यही कहती है कि हमारा काम जनता के लिए होता है साधन सम्पन्नों या नेताओं के लिए नहीं। 

इस अंक में हैरल्ड इवांस और टिम सेबस्टियन के बेहतरीन लेख भी हैं, पर उनके संदर्भ गैर-भारतीय हैं। भारतीय संदर्भों में पत्रकारिता कुछ अलग है। न जाने क्यों उसके संरक्षक ही उसकी समस्या बन गए हैं। भारतीय व्यवस्था में ऊँच-नीच कुछ ज़्यादा ही है। सुमीर लाल ने कुछ सम्पादकों का ज़िक्र किया है जो ए-लिस्टर होने की वज़ह से ही सम्पादक बने।अंग्रेजी अखबारों की बात की जाय तो शायद सम्पादक बनने की अनिवार्य शर्त राज-व्यवस्था और पार्टी-सर्कल से जुड़े होना है। यह अयोग्यता नहीं। विनोद मेहता भी बेहतर सम्पर्कों वाले और प्रवर वर्ग के हैं। यह लक्ष्मण रेखा हमारे जातीय-समाज को दिखाती है। 

आउटलुक के इस अंक में कई बार लगता है कि शायद अखबार के पारिवारिक घरानों को परोक्ष रूप में पत्रकारीय मूल्यों का संरक्षक माना गया है। भारत में तो ज्यादातर अखबार पारिवारिक नियंत्रण में हैं। हो सकता है परिवार अपनी प्रतिष्ठा के लिए ग़म खाते हों, पर इधर तो मुनाफे के लिए सभी में रेस है। इसे गलत भी क्यों माना जाय, पर न्यूज़पेपर ओनरशिप के किसी वैकल्पिक मॉडल की चर्चा नहीं है। भारतीय भाषाओं का काम केवल रॉबिन जेफ्री के लेख से निपटा लिया गया है। मीडिया के तमाम दूसरे फलितार्थ भी इसमें हैं। इसमें संजॉय हज़ारिका, शशि थरूर, मार्क टली वगैरह ने अच्छी टिप्पणियाँ की हैं। आउटलुक के बारे में दो बातों का जिक्र और किया जाना चाहिए। एक तो यह उन विरल पत्रिकाओं में से है, जिनमें पाठकों के पत्रों पर इतनी मेहनत की जाती है। दूसरे इसमें पठनीय लेख छपते हैं भले ही वे काफी लम्बे हों। खासतौर से अरुंधति रॉय के लेख जिनसे लोग कितने ही असहमत हों, पर पढ़ना चाहते हैं। पत्रिका का यह अंक कारोबार के लिहाज़ से भी बेहतर है।

अपने आपको परिभाषित करेगा हमारा मीडिया

एक ज़माना था जब दिल्ली के अखबार राष्ट्रीय माने जाते थे और शेष अखबार क्षेत्रीय। इस भ्रामक नामकरण पर किसीको बड़ी आपत्ति नहीं थी। दिल्ली के अखबार उत्तर प्रदेश, राजस्थान, मध्य प्रदेश और हिमाचल-पंजाब-हरियाणा तक जाकर बिकते थे। इन इलाकों के वे पाठक जिनकी दिलचस्पी स्थानीय खबरों के साथ राष्ट्रीय-अंतरराष्ट्रीय खबरों में होती थी, इन्हें लेते थे। ऐसे ज्यादातर अखबार अंग्रेज़ी में थे। हिन्दी में नवभारत टाइम्स ने लखनऊ, पटना और जयपुर जाकर इस रेखा को पार तो किया, पर सम्पादकीय और व्यापारिक स्तर पर विचार स्पष्ट नहीं होने के कारण तीनों संस्करण बंद हो गए। लगभग इसके समानांतर हिन्दुस्तान ने पहले पटना और फिर लखनऊ में अपनी जगह बनाई।

नवभारत टाइम्स के संचालकों ने उसे चलाना नहीं चाहा तो इसके गहरे व्यावसायिक कारण ज़रूर होंगे, पर सम्पादकीय दृष्टि से उसका वैचारिक भ्रम भी जिम्मेदार था। पाठक ने शुरूआत में उसका स्वागत किया, पर उसकी अपेक्षा पूरी नहीं हो पाई। नवभारत टाइम्स की विफलता के विपरीत हिन्दुस्तान का पटना संस्करण सफल साबित हुआ। संयोग है कि एक दौर ऐसा था जब पटना से नवभारत टाइम्स और हिन्दुस्तान दोनों प्रकाशित होते थे। हिन्दुस्तान ने स्थानीयता का वरण किया। प्रदीप के उत्तराधिकारी के रूप में हिन्दुस्तान को बेहतर स्पेस मिला। पर प्रदीप का आधार बहुत व्यापक नहीं था। हिन्दुस्तान ने काफी कम समय में अपना लोकल नेटवर्क बनाया। प्रायः सभी प्रमुख शहरों में दफ्तर बनाए। वहाँ से खबरें संकलित कर मुजफ्फरपुर, भागलपुर और रांची जैसे प्रमुख शहरों के संस्करण छपकर आए तो पाठकों ने उनका स्वागत किया।

राजस्थान पत्रिका ने उदयपुर, बीकानेर और कोटा जैसे शहरों में प्रेस लगाकर संस्करण शुरू किए। उत्तर प्रदेश में आगरा के अमर उजाला ने पहले बरेली से संस्करण शुरू किया। कानपुर का जागरण वाराणसी में आज के गढ़ में प्रवेश कर गया और सफल हुआ। जवाब में आज ने कानपुर संस्करण निकाला। अमर उजाला मेरठ और कानपुर गया। मध्य प्रदेश में नई दुनिया के मुकाबले भास्कर और नवभारत ने नए संस्करण शुरू करने की पहल की। खालिस्तानी आंदोलन के दौरान पंजाब केसरी ने तमाम कुर्बानियाँ देकर पाठक का मन जीता। रांची में प्रभात खबर नए इलाके में ज़मीन से जुड़ी खबरें लेकर आया। उधर नागपुर और औरंगाबाद में लोकमत का उदय हुआ। ये अखबार ही आज एक से ज्यादा संस्करण निकाल रहे हैं। अभी कुछ नए अखबारों के आने की संभावना भी है।

आठवें, नवें और दसवें दशक तक संचार-टेक्नॉलजी अपेक्षाकृत पुरानी थी। सिर्फ डाक और तार के सहारे काम चलता था। ज्यादातर छपाई हॉट मेटल पर आधारित रोटरी मशीनों से होती थी। इस मामले में इंदौर के नई दुनिया ने पहल ली थी। पर उस वक्त तक ट्रांसमीशन टेलीप्रिंटर पर आधारित था। इंटरनेट भारत में आया ही नहीं था। नब्बे के दशक में मोडम एक चमत्कारिक माध्यम के रूप में उभरा। अस्सी के दशक में भारतीय ऑफसेट मशीनें सस्ते में मिलने लगीं। संचार की तकनीक में भी इसके समानांतर विकास हुआ। छोटे-छोटे शहरों के बीच माइक्रोवेव और सैटेलाइट के मार्फत लीज़ लाइनों का जाल बिछने लगा। सूचना-क्रांति की पीठिका तैयार होने लगी।

हिन्दी अखबारों के ज्यादातर संचालक छोटे उद्यमी थे। पूँजी और टेक्नॉलजी जुटाकर उन्होंने अपने इलाके के अखबार शुरू किए। ज्यादातर का उद्देश्य इलाके की खबरों को जमा करना था। राष्ट्रीय स्तर पर स्थापित ज्यादातर बड़े प्रकाशन अंग्रेजी अखबार निकालते थे। हिन्दी अखबार उनके लिए दोयम दर्जे पर थे। इसके विपरीत हिन्दी इलाके की छोटी पूँजी से जुटाकर निकले अखबार के पास सूचना संकलन के लिए बड़ी पूँजी नहीं थी। पत्रकारीय कौशल और मर्यादा को लेकर चेतना नहीं थी। वह आज भी विकसित हो पाई है, ऐसा कहा नहीं जा सकता। पत्र स्वामी के इर्द-गिर्द सेठ जी वाली संस्कृति विकसित हुई। पत्रकार की भूमिका का बड़ा हिस्सा मालिक के हितों की रक्षा से जुड़ा था। ऐसे में जो पत्रकार था वही विक्रेता, विज्ञापन एजेंट और मैनेजर भी था। स्वाभाविक था कि संचालकों की पत्रकारीय मर्यादाओं में दिलचस्पी वहीं तक थी जहाँ तक वह उनके कारोबार की बुनियादी ज़रूरत होती।

खबर एक सूचना है, जिसका साँचा और मूल्य-मर्यादा ठीक से परिभाषित नहीं हैं। विचार की अवधारणा ही हमारे समाज में अधकचरी है। हिन्दी इलाके की सामाजिक-सांस्कृतिक और राजनैतिक संरचना भीषण अंतर्विरोधों से ग्रस्त है। पाठक भी नया है। उसे सूचना की ज़रूरत है। उस सूचना के फिल्टर कैसे होते हैं, उसे पता नहीं। अचानक दस-पन्द्रह वर्ष में मीडिया का जबर्दस्त विस्तार हुआ इसलिए ट्रेनिंग की व्यवस्था भी विकसित नहीं हो पाई। ऐतिहासिक परिस्थितियों में जो सम्भव था वह सामने है। जो इससे संतुष्ट हैं उनसे मुझे कुछ नहीं कहना, पर जो असंतुष्ट हैं उन्हें रास्ते बताने चाहिए।

हिन्दी अखबारों का कारोबारी मॉडल देसी व्यपारिक अनुभवों और आधुनिक कॉरपोरेट कल्चर की खिचड़ी है। दूसरे शब्दों में पश्चिम और भारतीय अवधारणाओं का संश्लेषण। हिन्दी अखबारों में कुछ समय पहले तक लोकल खबरों को छापने की होड़ थी। आज भी है, पर उसमें अपवार्ड मोबाइल कल्चर और जुड़ गया है। सोलह से बीस पेज के अखबार में आठ पेज या उससे भी ज्यादा लोकल खबरों के होते हैं। इसमें सिद्धांततः दोष नहीं, पर लोकल खबर क्रिएट करने के दबाव और जल्दबाज़ी में बहुत सी निरर्थक सामग्री प्रकाशित होती है। इसके विपरीत एक पनीली आधुनिकता ने और प्रवेश किया है। इसकी शुरुआत भाषा में अंग्रेजी शब्दों के जबरन प्रवेश से हुई है। पुरानी हिन्दी फिल्मों में जॉनी वॉकर हैट लगाए शहरी बाबू बनकर आता था तकरीबन उसी अंदाज़ में आधुनिकता गाँवों और कस्बों में आ रही है। यह जल्द गुज़र जाएगी। इसका अगला दौर अपेक्षाकृत गम्भीर होगा। इसमें महत्वपूर्ण भूमिका शिक्षा की होगी।

शिक्षा-प्राप्त व्यक्ति जब अपने ज्ञान का इस्तेमाल करेगा तो स्वाभाविक रूप से उसकी दिलचस्पी जीवन के व्यापक फलक को समझने में होगी। अभी ऐसा लगता है कि हमारा समाज ज्ञान के प्रति उदासीन है। यह भी अस्थायी है। वैचारिक-चेतना के लिए वैश्विक गतिविधियों से जुड़ाव ज़रूरी है। मीडिया इसकी सम्भावनाएं बढ़ा रहा है। आज की स्थितियाँ अराजक लगतीं हैं, पर इसके भीतर से ही स्थिरता निकल कर आएगी। अखबारों और खबरिया मीडिया की खासियत है कि इसे अपनी आलोचना से भी रूबरू होना पड़ता है। यह आलोचना व्यापक सामाजिक-विमर्श का हिस्सा है। इनके बीच से ही अब ऐसे मीडिया का विकास होगा जो सूचना को उसकी गम्भीरता से लेगा। उच्छृंखल और लम्पट मीडिया का उदय जितनी तेजी से होता है, पराभव भी उतना तेज़ होता है। इंतज़ार करें और देखें।

पाकिस्तान में क्या हो रहा है?

पाकिस्तान में पिछले कुछ दिन से न्यायपालिका और सरकार के बीच तनाव चल रहा है। पिछले हफ्ते गुरुवार की रात सुप्रीम कोर्ट के चीफ जस्टिस इफ्तिखार चौधरी ने अचानक सभी जजों की एक बैठक बुलाई। इसमें अंदेशा ज़ाहिर किया गया कि सरकार जजों की बर्खास्तगी वापस लेने के आदेश को खत्म करने जा रही है। ऐसा गलत होगा। दरअसल दिन में टीवी चैनलों पर यह खबर चल रही थी कि सरकार जजों की बहाली का आदेश वापस लेने जा रही है।

चीफ जस्टिस की टिप्पणियाँ अखबारों में छपने के बाद सूचना मंत्री क़मर ज़मां कैड़ा और कानून मंत्री बाबर आवान ने अगले रोज़ स्पष्ट किया कि सरकार की ऐसी मंशा नहीं है। कानून मंत्री ने थोड़ा कड़ाई से कहा कि सरकार को गिराने की कोशिशें की जा रहीं हैं। सामने से सीधी-सादी नज़र आ रहीं चीज़ों के पीछे कुछ गहरी बातें दिखाई पड़ रही हैं। राष्ट्रपति ज़रदारी  को हटाने की मुहिम चलरही है। इसमें अदालत भी सक्रिय है।

चीफ जस्टिस इफ्तिकार चौधरी इन दिनों जनता के छोटे-छोटे मामलों पर सुनवाई करके कभी किसी पुलिस अफसर की तो कभी किसी मंत्री की घिसाई कर रहे हैं। इससे वे लोकप्रिय भी हुए हैं। यह भी सच है कि उनकी बहाली मुस्लिम लीग(नवाज़) की अगुवाई में चले आंदोलन के बाद हुई थी।

पाकिस्तान को लोकतंत्र वैसा ही नहीं है जैसा भारत में है। वहाँ अभी राजनैतिक और संवैधानिक संस्थाएं जन्म ले रहीं हैं। राजनीति वहाँ बदनाम शब्द है, भारत की तरह। सेना की वहाँ राजनैतिक भूमिका है। चीफ जस्टिस की टिप्पणी के बाद राष्ट्रपति भवन में जो बैठक हुई उसमें सेनाध्यक्ष अशफाक परवेज़ कियानी भी शामिल थे। सेना की इस भूमिका पर हमें आश्चर्य हो सकता है, पर पाकिस्तान पहला देश नहीं है, जहाँ राजनीति में सेना की भूमिका है। इंडोनेशिया और बर्मा हमारे पड़ोसी हैं। वहाँ भी सेना की भूमिका है।

आसिफ अली ज़रदारी पर भ्रष्टाचार के अनेक मामले थे। परवेज़ मुशर्रफ ने उन मामलों को एक आदेश जारी कर खत्म कर दिया। इधर सुप्रीम कोर्ट ने उस आदेश को खत्म कर दिया। अब ज़रदारी की गर्दन नापने की कोशिश हो रही है। राष्ट्रपति होने के नाते अभी यह सम्भव नहीं है। किसी न किसी वजह से ऐसा माना जा रहा है कि इफ्तिखार चौधरी न्यायिक सक्रियता को या तो सीमा से ज्यादा खींच रहे हैं या राजनीति में शामिल हो रहे हैं।

आज यानी रविवार को प्रधानमंत्री सैयद युसुफ रज़ा गिलानी देश को संबोधित करने जा रहे हैं। पिछले कुछ दिनों में कई बातें हुईं हैं। एक अंदेशा है कि सेना कहीं सत्ता न संभाल ले। उधर परवेज़ मुशर्रफ ने राजनीति में आने की घोषणा कर दी है। वे अभी विदेश में हैं। इफ्तिखार चौधरी उन्हें अपना दुश्मन मानते हैं। वहाँ की अदालतों में भी भ्रष्टाचार है। कट्टरपंथी लोग लोकप्रिय हैं। जिन्हें हम आतंकवादी कहते हैं, पाकिस्तान में वे सम्मानित राष्ट्रवादी हैं। उन्हें अदालतों से भी मदद मिलती है। हफीज़ सईद के मामले में आप देख चुके हैं। उम्मीद करनी चाहिए कि प्रधानमंत्री के राष्ट्रीय प्रसारण के बाद मामला सुलट जाएगा, पर हालात को देते हुए लगता है कि कोई नया मसला उभरेगा। ज़रूरत इस बात की है कि यह सरकार अपना कार्यकाल पूरा करे और उसके बाद चुनाव हों और नई सरकार बने। लोकतंत्र की सारी प्रक्रियाएं कई बार सम्पन्न होती हैं तभी वह शक्ल लेता है। बहरहाल ताज़ा मामले पर  डॉन का आज का सम्पादकीय पढ़ेः-



















                                                     Crisis at the SC



BEFUDDLING, bemusing, bizarre — however you described it, it may still not do full justice to what transpired between Thursday evening and Friday afternoon. An alleged ‘plot’ by the government to send the Supreme Court packing was breathlessly released into the 24hour TV-news cycle Thursday evening. The report rapidly metastasised and within hours the SC swung into late-night action and announced a full-court hearing for Friday morning. The government has now been ordered to conduct an inquiry into the circumstances surrounding the news reports and to affix responsibility — the court having made clear it believes there is some truth to the allegations.

Three players are involved in this sordid tale of rumour and intrigue, and all need to reflect on their behaviour. First, the media. That there are tensions between the government and the superior judiciary is undeniable, and if a news organisation has a story of public interest regarding the perceived judiciary-executive ‘clash’ then it has a right, even a duty, to broadcast or publish the story. But there are journalistic responsibilities, too, and those include needing to be reasonably sure of the veracity of allegations that are to be made public. And when the allegations have the potential to irreparably rupture relations between two institutions of the state, the journalistic re sponsibilities increase manifold. Were the appropriate and necessary steps taken to ensure the reports aired on Thursday night reflected the factual position? Was the manner of the coverage in keeping with the ethics of a profession that is supposed to strive to report the news, not make the news?

Next, the judiciary. To be sure, given recent history and the personal price many of the judges of the SC have paid to create an independent judiciary, to some extent it is understandable the justices may feel a heightened sense of pressure and threat to their position. However, a judiciary is supposed to add to the dignity and poise of the state, not add to a sense of national political crisis. Setting aside the matter of intention for a moment, it seems fairly obvious the chances of a government-sponsored move to disband the entire SC succeeding are quite remote. So middle-of-thenight meetings and fullcourt emergency benches are perhaps unnecessary, there being less disruptive ways and means available to the court to ensure its independence.

Finally, the government. Would it harm the government to once in a while take the high road? With emotions running high in the SC yesterday, the responsible, stability-enhancing thing to have done was reassure the court. Alas, common sense appears to be in short supply in Islamabad.
