चीन में राजनीतिक बदलाव




चीनी कम्युनिस्ट पार्टी की एक हफ्ते से चल रही कांग्रेस खत्म हो गई है और नए नेताओं की घोषणा भी हो गई है। इसके निहितार्थ क्या हैं, इसके बारे में अब कुछ समय तक अटकलें लगेंगी। पहला चुनाव पार्टी की नई केंद्रीय समिति का हुआ है, जिसमें में देश की सर्वोच्च नीति निर्धारण संस्था पोलित ब्यूरो और उसकी स्थायी समिति का गठन किया गया है। अगले राष्ट्रपति, प्रधानमंत्री और दूसरे नीति निर्धारकों के नाम भी स्पष्ट हो गए हैं।

चीन में हर दस साल में नेतृत्व परिवर्तन होता है। अठारहवीं कांग्रेस केवल नेतृत्व परिवर्तन के कारण महत्वपूर्ण नहीं है। महत्व है राजनीतिक, आर्थिक और संवैधानिक सुधारों का। पार्टी कांग्रेस के उदघाटन भाषण में राष्ट्रपति हू ने भ्रष्टाचार को बड़ी चुनौती बताया था, जिससे अगर नहीं निपटा गया तो उसके घातक परिणाम हो सकते हैं। कांग्रेस के समापन भाषण में उन्होंने कहा कि कांग्रेस ने पुराने नेताओं की जगह नए युवा नेताओं को चुन लिया है और ऐतिहासिक महत्व के फैसले किए हैं। अनुमान है कि पार्टी की केन्द्रीय समिति में चीन के सबसे अमीर लियांग वेनजेन इस संस्था में शामिल होने वाले पहले प्राइवेट बिजनेसमैन होंगे।

चीन के राजनीतिक-आर्थिक विमर्श का भारत पर कितना असर होगा, इसे देखने की ज़रूरत भी है। चीन के अखबार ग्लोबल टाइम्स की वैबसाइट पर नए नेतृत्व की सूची देखी जा सकती है। आमतौर पर यह सूची वरीयता क्रम से होती है। इसमें कुछ नेताओं के नाम इस प्रकार दिए हैं-


The Communist Party of China (CPC) on Wednesday unveiled a new leadership, electing the 18th CPC Central Committee to lead the Party for the coming five years.

1.Xi Jinping, 2.Li Keqiang, 3.Wang Qishan, 4.Liu Yunshan, 5.Liu Yandong, 6.Li Yuanchao, 7.Wang Yang, 8.Zhang Gaoli, 9.Zhang Dejiang and 10.Yu Zhengsheng were elected into the 18th Central Committee of the Communist Party of China (CPC) Wednesday morning at the closing of the 18th CPC National Congress.

1.Xi, 59, is member of the Standing Committee of the Political Bureau of the 17th CPC Central Committee, vice president and vice chairman of the CPC Central Military Commission.

2.Li, 57, is also member of the Standing Committee of the Political Bureau of the 17th CPC Central Committee and vice premier.

3.Wang Qishan, 64, is member of the Political Bureau of the 17th CPC Central Committee and vice premier.

4.Liu Yunshan, 65, is member of the Political Bureau of the 17th CPC Central Committee, member of the Secretariat of the 17th CPC Central Committee and head of the Publicity Department of the CPC Central Committee.

5.Liu Yandong, 67, is member of the Political Bureau of the 17th CPC Central Committee and state councilor. '

6.Li Yuanchao, 62, is member of the Political Bureau of the 17th CPC Central Committee, member of the Secretariat of the 17th CPC Central Committee and head of the Organization Department of the CPC Central Committee.

7.Wang Yang, 57, is member of the Political Bureau of the 17th CPC Central Committee and secretary of the Guangdong Provincial Committee of the CPC.

8.Zhang Gaoli, 66, is member of the Political Bureau of the 17th CPC Central Committee and secretary of Tianjin Municipal Committee of the CPC.

9.Zhang Dejiang, 66, is member of the Political Bureau of the 17th CPC Central Committee, vice premier and secretary of Chongqing Municipal Committee of the CPC.

10.Yu Zhengsheng, 67, is member of the Political Bureau of the 17th CPC Central Committee and secretary of Shanghai Municipal Committee of the CPC.

11.Fan Changlong and 12.Xu Qiliang were also elected into the 18th Central Committee of the Communist Party of China (CPC) Wednesday morning. Fan, 65, is member of the 17th CPC Central Committee and vice chairman of the CPC Central Military Commission. He is former commander of the Jinan Military Area Command of the People's Liberation Army (PLA).Xu, 62, is member of the 17th CPC Central Committee and vice chairman of the CPC Central Military Commission. He is former commander of the Air Force of the PLA.

Fan has served in the PLA army since the 1960s. Xu has served mainly in the PLA air force since the 1960s.

The 18th CPC Central Committee will in turn elect the Political Bureau, the Standing Committee of the Political Bureau and the General Secretary at its first plenary session on Thursday morning.

According to the Party Constitution, the highest leading body of the CPC is the National Congress and the Central Committee it elects, and all constituent organizations and members of the Party are subordinate to the National Congress and the Central Committee.

The CPC National Congress is held once every five years and convened by the Central Committee. The number of delegates to the National Congress of the Party and the procedure governing their election shall be determined by the Central Committee.
