पर्यावरण : विज्ञान और राजनीति

नदियों के फ्लड वे में बने गाँव और नगर बाढ़ में बह गए. आख़िर उत्तराखंड में इतनी सारी बस्तियाँ, पुल और सड़कें देखते ही देखते क्यों उफनती हुई नदियों और टूटते हुए पहाड़ों के वेग में बह गईं?

जिस क्षेत्र में भूस्खलन और बादल फटने जैसी घटनाएँ होती रही हैं, वहाँ इस बार इतनी भीषण तबाही क्यों हुई?

अंधाधुंध निर्माण की अनुमति देने के लिए सरकार ज़िम्मेदार है. वो अपनी आलोचना करने वाले विशेषज्ञों की बात नहीं सुनती. यहाँ तक कि जियोलॉजिकल सर्वे ऑफ इंडिया के वैज्ञानिकों की भी अच्छी-अच्छी राय पर सरकार अमल नहीं कर रही है.

वैज्ञानिक नज़रिए से समझने की कोशिश करें तो अंदाज़ा लगाया जा सकता है कि इस बार नदियाँ इतनी कुपित क्यों हुईं.

नदी घाटी काफी चौड़ी होती है. बाढ़ग्रस्त नदी के रास्ते को फ्लड वे (वाहिका) कहते हैं. यदि नदी में सौ साल में एक बार भी बाढ़ आई हो तो उसके उस मार्ग को भी फ्लड वे माना जाता है. इस रास्ते में कभी भी बाढ़ आ सकती है.

केदारनाथ मंदिर के पट खुलने के दिन मैं वहीं मौजूद था. आज के केदारनाथ को देखकर मेरे मन में पहले वो तस्वीर कौंधी जो 1882 में भूगर्भ सर्वेक्षण विभाग के निदेशक द्वारा खींची गई थी.

इस तस्वीर में सुंदर प्रकृति से घिरा सिर्फ़ मंदिर दिखता है.

उस तस्वीर की तुलना मैंने आज के केदारनाथ से की जहाँ मंदिर के चारों ओर अतिक्रमण करके मकान बना दिए गए हैं जिसने मंदिर परिसर को भद्दा बना दिया है.

मैने सोचा कि काश इस निर्माण को नियमबद्ध तरीक़े से हर्जाना देकर यहाँ से हटा दिया जाता और मंदिर अपनी पुरानी स्थिति में आ जाता.

कुछ ही दिनो बाद प्रकृति ने केदारनाथ में इंसानी घुसपैठ को अपने तरीक़े से नेस्तनाबूद कर दिया है, लेकिन हमारे पूर्वजों की ओर से बनाए गए स्थापत्य का बेहतरीन नमूना बचा रह गया है. बीबीसी डॉट कॉम पर पूरा लेख पढ़ें

21 June 2013. The photographs that Uttarkashi Aapda Prabandh Samiti sent me a few days back are still fresh in memory. When I showed them to a relative, I was asked in a tone of disbelief, “Are you sure these are fresh photographs? The collapsing building looks like what we saw last year in the aftermath of the flash flood.” In these days of 24x7 news channels bringing the footage of unfolding disasters to our drawing rooms, very few journalists would look at a totally unlikely source to write a disaster related story. Yet, once again, while not rushing to ground zero to file a disaster-related human interest story, I have decided to browse through a source that friends often accuse me of being addicted to: Performance Audits by CAG of India on the working of institutions and implementation of Acts.

It has been more than seven years since India passed a Disaster Management Act, 2005 (NDMA) and clearly these cannot be said to be early years of institutions that came into being to facilitate disaster management and preparedness. But when it comes to CAG’s performance audit of the functioning of the NDMA, which entered public domain on 15 March 2013, what lines do we get to read? The performance audit noted that the National Plan for Disaster Management had not been formulated even after six years of enactment of the DM Act. Similarly, it was found that the national guidelines on disaster preparedness and risk reduction developed by NDMA were not adopted and applied by either nodal agencies or the state governments themselves.

In the wake of massive floods in Uttarakhand, let’s revisit what the Performance Audit report said in its chapter titled ‘State specific observation on disaster preparedness and risk reduction plans in Uttarakhand.’ The audit noticed that while the State Disaster Management Authority (SDMA) was constituted in October 2007, it had not formulated any rules, regulations, policies and guidelines. Worse still, as on September 2012, the SDMA in Uttarakhand had never met since its constitution for the five year period! Similarly, the State Advisory Committee on Disaster Management met only once after it was constituted in February 2008. The State Executive Committee was formed in January 2008 but had not met even once since its creation!

The state government did not sanction any post for the SDMA, which affected the establishment of the Management Information Service. In 13 districts, for District Emergency Operations Centre, as against the requirement of 117, only 66 posts were filled. The State Disaster Management Plan (SDMP) was still under preparation at the time of the performance audit and it was found that no actionable programmes were prepared for various disasters, even though NDMA guidelines for preparation of SDMP were issued in July 2007.

Although these photos are over 130 years old, but the story was not so very different just 30 years ago.
Those small huts are seen around the temple, are called chhan or chhappar.
First one to build permanent structure here (other than the temple), was GMVN (Garhwal Mandal Vikash Nigam), in late 60's.
After that few rich Panda's of the temple built their own tin sheet houses.
Then somewhere around late 70s and early 80s money started pouring into building new and better facilities everywhere.
Those who are complaining local's were not helpful (and wrongly so), are the one's started destroying the place, economically, socially, morally, environmentally in the fist place.

उत्तराखंड में एक लोकोक्ति प्रचलित है-“भलि छे सुवा भली छे, भलि बतौनि भलि हे, जस छे सुवा उसि छे।” इसका अर्थ है सुन्दरी की प्रसंशा करते हुये हमेशा कहा जाता रहा कि तू बहुत अच्छी है, सभी बताते हैं वह अच्छी है, लेकिन अपनी जैसी ही है। यह बात उत्तराखंड राज्य के दस वर्ष पूरे होने पर सटीक बैठती है। वह वैसा ही जैसा है। पिछले कुछ सालों में एक उम्मीद जग रही थी कि आने वाले दिनों में शहीदों ने जिस राज्य का सपना देखा था शायद वह समय के साथ साकार हो जायेगा। लेकिन पिछले दो-तीन वर्षों में भाजपा-उक्रांद गंठबंधन सरकार ने इस राज्य को भष्ट्राचार और लूट का जो नया उपनिवेश बनाया है उससे अब लोगों की रही-सही उम्मीदें भी टूट गयी है। तमाम सवाल न केवल अपनी जगह खड़े हैं, बल्कि और भयानक रूप से जनता के सामने खड़े हो गये हैं। इस इस साल की जब लोग समीक्षा कर रहे हैं तब प्रदेश भारी प्राकृतिक आपदा की मार से उबरने की छटपटाहट में है। इस आपदा ने यह बताया कि इन दस वर्षों में अनियोजित विकास और मुनाफाखोरों में हाथों में अपनी जल, जंगल और जमीनें सौंपकर राज्य के नीति नियंताओं ने मानवजनित आपदा का रास्ता तैयार किया है। सही मायने में राज्य का यह पहला दशक हमें डराता है। आकांक्षायें की बात तो छोड़िये अब यह पहाड़ के अस्तित्व को नेस्तनाबूत करने का दशक रहा है।
असल में राज्य के लोगों की आकांक्षाओं का यह राज्य बना ही नहीं। उत्तराखंड राज्य आंदोलन को वर्ष 1994 का आंदोलन मानना सबसे बड़ी भूल है। इस आंदोलन से हम लोगों की आकांक्षाओं को नहीं समझ सकते। इसे समझने के लिये हमें उन मूल बातों की ओर जाना होगा जहां से राज्य की बात शुरू हुयी थी। आजादी के आन्दोलन के समय से ही यहां के लोगों में प्राकृतिक संसाध्नों पर हक की बात को प्रमुखता से उठाया था। राष्टीय आंदोलन मे यहां के लोगों की भागीदारी इसी रूप में हुयी। सालम, सल्ट, तिलाड़ी की क्रान्तियां इसी आकांक्षाओं का प्रतीक थी। आजादी के बाद भी जंगलात कानून अंग्रेजों के समय के रहे। लोगों को लगा कि अब भी उनके हक उनसे छीने जा रहे हैं। सत्तर के दशक में इसके प्रतिकार के रूप में जनता आगे आयी। पहाड़ के तमाम जंगल तीस साला एग्रीमेंट पर स्टार पेपर मिल और बिजौरिया को सौंपे जाने लगे इससे लोगों में असंतोष उभरा। आंदोलनों का नया सिलसिला चला। वन बचाओ, चिपको, नशा नहीं दो रोजगार, तराई में भूमिहीनों को जमीन दिलाने का आंदोलन और वन अधिनियम के खिलाफ आंदोलन जनआकांक्षाओं के पड़ाव रहे हैं। बाद में लोगों ने इन तमाम समस्याओं का समाधान अलग राज्य के रूप में देखा। तीस साल तक अनवरत चले आंदोलन में जनाकांक्षायें इन्हीं मुद्दों में इर्द-गिर्द रही। वर्ष 1994 में जब आंदोलन चला तो यह जनाकांक्षाओं के बजाय भावनात्मक रूप में तब्दील हो गया। इस आंदोलन में एक अलग प्रशासनिक टुकड़े की मांग प्रभावी हो गयी। यही कारण के 42 शहादतों के बाद भी राज्य छह साल बाद मिला। इससे स्पष्ट होता है कि सत्ता में बैठे लोगों ने कभी भी जनता की भावनाओं को महत्व नही दिया। दुर्भाग्य से जब राज्य बना तो वह बारी-बारी से दो पहाड़ और राज्य विरोधी ताकतों के हाथों में चला गया। इससे इस बात पर कोई फर्क नहीं पड़ा कि हम उत्तर प्रदेश में हैं अपने राज्य में। पिछले दस साल की उठाकर देख लीजिये पहाड़ तेजी के साथ बिकने लगा है। सत्तर के दशक में बिजौरिया को जंगल बेचे जा रहे थे तब उत्तर प्रदेश में बैठे हुक्मरान इसके बिचौलिये थे अब थापर और जेपी को नदियां बेची जा रही हैं, उसको बेचने वाले अपने ही भगत, नारायण, खंडूडी और निशंक हैं। मुझे सबसे बुनियादी कारण यही लगता है कि हम अब भी जनाकांक्षाओं को परिभाषित नहीं कर पा रहे हैं जिसके मूल में यहां के संसाधनों पर स्थानीय लोगों के अधिकार की भावना निहित है। पूरा लेख पढ़ें यहाँ
