एस्बेस्टस कारखाना

बिहार के मुजफ्फरपुर जिले में लग रहे एस्बेस्टस कारखाने के विरोध के सिलसिले में मेरे इस ब्लॉग पर गिरिजेश कुमार का लेख प्रकाशित हुआ था। इसे मैने अपने फेसबुक स्टेटस पर भी लगाया था। मेरा उद्देश्य विचार-विमर्श को आगे बढ़ाने का था। जब बात आगे बढ़ती है तब अनेक तथ्य भी सामने आते हैं। हमें नई बातें पता लगतीं हैं। कई बार हम अपनी दृढ़ धारणाओं से हटते भी हैं। फेसबुक पर चर्चाएं बहुत गम्भीर नहीं होतीं। गिरिजेश जी को उम्मीद थी कि उनकी बात का समर्थन करने वाले आगे आएंगे। कुछ लोगों ने समर्थन किया भी, पर एक मित्र उनसे सहमत नहीं हुए। गिरिजेश जी ने मुझे जो मेल लिखा है उसे मैं नीचे दे रहा हूँ। पर उसके पहले दो-एक बातें मैं अपनी तरफ से लिखना चाहता हूँ।



1. बहस को व्यक्तिगत बनने से रोकना चाहिए। एक बात को एक या दो बार कहने के बाद फिर कहना बेकार है, यदि व्यक्ति उसे महत्व नहीं देता। साथ ही दूसरे व्यक्ति के उठाए तर्क का भी जवाब देना चाहिए।


2. एस्बेस्टस ही नुकसानदेह तत्व नहीं है। अनेक तत्व नुकसानदेह हैं और उनसे जुड़े उद्योग खतरनाक हैं। मेडिकल साइंस में दवाएं भी नुकसानदेह होतीं हैं। इसीलिए उनके इस्तेमाल की मर्यादाएं तय की जातीं हैं। मर्यादा तय करने वाली एजेंसियाँ हैं। उन्हें लेकर भी सवाल उठते रहते हैं। भोपाल त्रासदी न होती यदि पहले जाँच करने वाली एजेंसियाँ जिम्मेदार होतीं। ये एजेंसियाँ सरकारी भी होतीं हैं और उस उद्योग से जुड़ी भी। अंततः सरकार और सुप्रीम कोर्ट तक जाने के बाद भी पीड़ितों का भला नहीं हो पाया। सुप्रीम कोर्ट तक के मंतव्य पर हमें शंका है। न्याय के लिए हमें सुप्रीम कोर्ट तक जाना होता है। टू-जी मामले में सुप्रीम कोर्ट की सक्रियता से तमाम सच सामने आ रहे हैं। हमारा जो भी विचार हो उसपर अंतिम व्यवस्था देने वाली एजेंसी कहीं न कहीं होगी। यदि कानूनी और प्रशासनिक व्यवस्था से स्वीकृत कोई कार्य हो रहा है और हमें स्वीकार नहीं है तब हमें बदलाव के मंच खोजने चाहिए। पर उसके पहले हमें आम सहमति बनानी चाहिए। 


3.मनुष्य की फितरत प्राकृतिक साधनों को अपनी सुख-सुविधा के लिए इस्तेमाल करने की है। शुद्ध प्राकृतिक अवस्था में रहना सम्भव हो तो बेहतर, पर ऐसा सम्भव नहीं है। प्रकृति से छेड़छाड़ करके ही विकास का रास्ता खोजा गया है। इस अर्थ में विकास प्रकृति विरोधी है। स्कैंडिनेवियाई देशों के नागरिक अपने यहाँ एटमी बिजलीघर नहीं लगने देते। शराब के खिलाफ हमारे ही देश के अनेक इलाकों में महिलाओं के आंदोलन हुए हैं, पर वह बंद नहीं होती। 


4. एक उद्योग लगाने के पीछे पूँजीपति का उद्देश्य कमाई करना है। उद्योग के लिए जमीन कहाँ से आएगी, यह बड़ा सवाल है। ज़मीन बंजर हो तो सबसे अच्छा, पर यदि बंजर न भी हो और उसका स्वामी उसे औद्योगिक काम के लिए बेचने को तैयार हो तो उसे रोकना मुश्किल होता है।  इस मामले में आपत्ति यह है कि जिस वक्त जमीन बेची गई थी तब यह नहीं बताया गया था कि यहाँ एस्बेस्टस कारखाना लगेगा।  सेज का विरोध करते वक्त यही बात कही गई थी कि सरकारों को जमीन का अधिग्रहण नहीं करना चाहिए। उद्योगपति को स्वयं जमीन हासिल करनी चाहिए। 


इन बातों के अलावा भी तमाम मसले और हैं। गिरिजेश जी सजग सामाजिक कार्यकर्ता, लेखक और पत्रकार के रूप में सक्रिय रहेंगे तो विकास का संतुलित रास्ता बनेगा। इसलिए उनकी भावना का सम्मान करना चाहिए, पर उन्हें हर जगह समर्थन मिलेगा ऐसा नहीं मानना नहीं चाहिए। मेरी राय है कि सरकार को जल्द से जल्द हस्तक्षेप करके स्पष्ट करना चाहिए कि क्या इस प्रकार का कारखाना  लगाने के लिए यह उपयुक्त जगह है और दूसरे यह कि क्या यह जमीन पारदर्शी प्रक्रिया से ली गई है। नीचे गिरिजेश का पत्र पढ़ें। उन्होंने चौथी दुनिया और डाउन टु अर्थ के जिन दो लेखों का हवाला दिया है उनके अंश पढ़ें। पूरे लेख देने लायक जगह भी नहीं होती। मैं उन्हें स्क्रिब पर पोस्ट कर दूँगा।

'एस्बेस्टस कारखाने पर लिखे आलेख पर बहस अभी भी जारी है| यह मुझे नहीं समझ में आ रहा कि जब हालात साफ़- साफ़ लापरवाही और मनमानी की ओर इशारा कर रहे हैं तो फिर लोग क्यों नहीं समझ रहे? इस बहस में एक संपादक(श्री ज्ञानेश्वर जी) के द्वारा उठाये गए सवाल और दिए गए तर्क जबकि आधारहीन हैं लेकिन फिर भी वो मानने को तैयार नहीं हैं| बहरहाल इसी कड़ी में कुछ और दस्तावेज़ मै आपको भेज रहा हूँ| कारखाना निर्माण स्थल की चार तस्वीरें भेज रहा हूँ आप भी देखें और बताएं कि यह ज़मीन कैसे बंजर है? दो दस्तावेज़ और संलग्न कर रहा हूँ जिसमे एक चौथी दुनिया में छपी रिपोर्ट है और दूसरा डाउन टू अर्थ पत्रिका में छपी रिपोर्ट है| मैंने सोचा था इसकी प्रति ही भेजूंगा लेकिन किसी कारण से यह नहीं हो पाया फिलहाल मै टेक्स्ट कॉपी कर के भेज रहा हूँ|आप भी पढ़ें और बताएं कि क्या निर्माण होना चाहिए? धन्यवाद!'

Violence in Chainpur-Vishunpur

 It seems that Bihar too is soon going to face the similar conditions which occurred in West Bengal’s Singhur. People of Singhur asked that development will happen at the cost of what? Will it be at the cost of the life of a human or at the cost of environment or at the cost of their fertile agricultural land? The same mindset can be seen among the villagers of Muzaffar Pur’s Madvan block’s Chainpur-Vishunpur village. Tata was supposed to manufacture Nano car in Singhur and here in Chainpur-Vishunpur Balmukund company wants to manufacture asbestos.

In the year 2009, in Chainpur-Vishunpur, the owner of the Balmukund Company purchased 50 acres of land on the name of establishing agricultural plant. At that point of time the villagers were absolutely clueless that he is actually planning to establish an asbestos factory. The truth came in front of all only when the villagers saw the construction work for the asbestos factory going on. This was not at all welcomed by the villagers hence they decided to give an application to the DM to stop the construction work immediately while stating the negative impacts of the asbestos factory.

Gradually, this news got spread in the entire village and the whole village got united and came out on roads as a mark of protest. On 18th August, 2010 a meeting of the villagers was organized in Chainpur-Vishunpur Secondary School under the leadership of Ramchand Rai, where he constructed a Struggle Committee against Balkmukund’s Company for saving the villagers from it. Ramchand Rai became the convener and Tarkeshwar Giri and Vinod Singh became the co-convener and this way this committee consisting of 51 members was formed and in this very meeting only the agenda of opposing Balmukun’s factory was decided.

On 6th December, when the villagers found out that they are going to get no help from the government, then the Struggle Committee decided to lock the factory on their own. On 8th December under the banner of the Struggle Committee thousands of people from 6 Panchayats locked the gate of the asbestos company and sat on demonstration. This demonstration included farmers, woman and children. The people sitting for demonstration were shouting slogans against Balmukund to leave this place. They were shouting that they will not allow construction of this factory on their fertile lands.

Ramgopal Krishna, All India coordinator of asbestos Mukti Andolan, is tensed over the entire matter and said that asbestos is very harmful for health. Even the minutest particle of asbestos entering in the body can lead to various deadly diseases like cancer etc. According to Sachidanand Singh from Dr Rammanohar Lohia hospital, asbestos is banned in all the countries. 


Down to Earth 
Work started without environmental clearance
A company, Balmukund Cement and Roofing Ltd, is constructing an asbestos fibre and cement roofing plant on the land. Villagers nearby are opposing it saying the company bought land from them on the pretext of building a farmhouse but started constructing the factory. They termed the construction illegal as the Union Ministry of Environment and Forests (MoEF) has not given environmental clearance to the project and the mandatory public hearing is yet to be held.

The start of work is a violation of the Environmental Impact Assessment (EIA) notification of 2006, said Umesh Prasad Singh, a lawyer in Muzaffarpur. The notification says a project proponent cannot start construction or development without environmental clearance.
The residents are worried the asbestos used in the plant may cause respiratory illnesses and cancer. There are six villages within one kilometre radius of the factory. But the draft EIA report omits this information (see box below).

“There are six government schools and two private schools in a radius of 200 metres to 1,000 metres from the site. The EIA failed to address the site sensitivity. The plant will affect the health of children,” said Vasi Ahmed, headmaster of a primary school in Gian village.

A senior MoEF official said the state board has been asked to furnish a report on irregularities in the project. Villagers said they would not have sold their fertile land if they had known it was for an asbestos-cement roofing plant.

  1. आपको धन्यवाद देना चाहूँगा इस गंभीर मसले के कुछ छिपे हुए पहलुओं की ओर मेरा ध्यान आकृष्ट कराने के लिए| आपकी सलाह बिल्कुल ही जायज़ है मै उसका सम्मान करता हूँ|
    लेकिन एक बात मै अपनी तरफ से भी कहना चाहूँगा| सबलोग मेरे साथ हों यह ज़रुरी नहीं, मै भी ऐसा ही मानता हूँ| मैंने इससे पहले के ईमेल में आपको यह बातें लिखी भी थी| इस मसले पर ज्ञानेश्वर जी के साथ जो चर्चा शुरू हुई उसको तबतक मैंने इतनी गंभीरता से नही लिया जबतक उन्होंने इस बात के लिए बार बार जोर नही दिया कि वह ज़मीन बंजर बताकर ली गई इसका प्रमाण दीजिए| फेसबुक के अलावा व्यक्तिगत रूप से उन्होंने ऐसा कहा| उन्होंने यह भी कहा था नहीं दे सके तो आपको ज़वाब देना होगा| उन्हें क्या लगा मुझे नहीं पता| फिर भी मैंने ज़रुरी नहीं समझा लेकिन मन में यह सवाल ज़रूर उठा कि एक संपादक की कुर्सी पर बैठा आदमी इस तरह कैसे सोच सकता है?
    प्रमोद जी, उम्र और अनुभव दोनों में मैं अभी बहुत छोटा हूँ लेकिन इसका यह मतलब कैसे निकाला जा सकता है उल जलूल चीजें लिखकर खुद फँस जाऊंगा?
    हालाँकि मैंने वो सारी चीजें मेल की, न चाहते हुए भी परन्तु उनका ज़वाब ही नहीं आया| बहरहाल मेरी चिंता यह थी समाज के लिए लिखने और लड़ने वाला एक पत्रकार अगर इस ढंग से सोचने लगे जाये तो फिर लोग पत्रकारिता से नफ़रत करने लगेंगे|
    इसलिए उन्हें ज़वाब देना, मैंने ज़रुरी समझा | वो समर्थन में आयें या नहीं फर्क नहींपड़ता,और ये मेरा उदेश्य भी नही है| मैं अपना काम करने में विश्वास रखता हूँ|

    आपने कहा है कि सरकार को हस्तक्षेप करना चाहिए मैं एक अपडेट आपको बता देता हूँ| मुख्यमंत्री ने इस मसले पर पाला केन्द्र सरकार पर फेंक दिया कहा -
    "This factory has received the environmental clearance from the government of India. There should be a uniform policy, and asbestos factories stopped all over the country," मुख्यमंत्री के शब्द|

  2. कुछ भी हो पर कारखाने के आसपास का आदमी सांस लेने में दि‍क्‍कत महसूस ना करे, सामान्‍य अवस्‍था में भी और दुर्घटना होने पर भी इसका इंतजाम कर कारखाना लगे तो कोई दि‍क्‍कत नहीं।

  3. Asbestos mainly used in Construction Industry. A very dangerous material for human health. Unike other industrial hazardous, Asbestos is harmful at every point of touch, during mining, industrial production, using in construction and after its damage. Long fibers of Asbestos are invisible, very fragile and easily get through air passage into lungs.
    Diseases caused by Asbestos are the scarring of lung tissue, lung cancer, mesothelioma (cancer of the mucous lining of the lungs) and pleural disease. Pleural disease includes calcification of the lungs and pleural effusion (fluid in the lungs).
    Every 14 people among 1000, who came in contact up to hazardous dose of Asbestos dies due to one of any diseases occurs due to Asbestosis.Early signs and symptoms include shortness of breath on exertion, a persistent cough, chest pain or tightening of the chest, nail abnormalities and thickening of the fingers and toes.
    In this particular issue i would like to say European union has already banned any kind of production and import of Asbestos.This logic is not much important why people in that particular vicinity are only opposing, although Asbestos industries are working all over the country.Awareness of people or leadership in that area may be much more than other parts of country.Second thing if wrong decisions are made on another occasions, it means not that this time too wrong procedures and decisions must be made.
    Anyway, i strongly oppose use of Asbestos in construction because we can live without Asbestos.
