जब 2010 में कश्मीर गया था सर्वदलीय शिष्टमंडल

कश्मीर में 52 दिन से लगा कर्फ़्यू हट जाने के बाद ज्यादा बड़ा सवाल सामने है कि अब क्या किया जाए? हिंसा का रुक जाना समस्या का समाधान नहीं है। वह किसी भी दिन फिर शुरू हो सकती है। इसका स्थायी समाधान क्या है? कई महीनों से सुनाई पड़ रहा है कि यह राजनीतिक समस्या है और कश्मीर के लोगों से बात करनी चाहिए। बहरहाल शांति बहाली और सभी पक्षों से वार्ता करने के लिए सभी दलों के प्रतिनिधि 4 सितंबर को कश्मीर जाएंगे। इस दल का नेतृत्व गृहमंत्री राजनाथ सिंह करेंगे। इसके सामने भी सवाल होगा कि किससे करें और क्या बात करें? इसके पहले सन 20 सितम्बर 2010 को इसी प्रकार का एक संसदीय दल कश्मीर गया था। उसने वहाँ किस प्रकार की बातें कीं, यह जानना रोचक होगा। 4 सितम्बर की यात्रा के पहले एक नजर सन 2010 के कश्मीर के हालात पर डालना भी उपयोगी होगा।

All-party delegation in Kashmir interacts with 'open mind'
SRINAGAR: Union Home Minister P Chidambaram on Monday said the all-party delegation has come to Jammu and Kashmir with an 'open mind' and hopes to 'carve out a path for taking the region out of its present cycle of violence'.
"The team has come with an open mind and the main purpose was to interact with people, listen to them patiently," said Chidambaram.
"We are here to listen to your views, we will give you a patient hearing, what you think we need to do, in order to bring to the people of Jammu and Kashmir, the hope and the belief that their honour and dignity and their future are secure as part of India," he added.
PDP President Mehbooba Mufti did not meet the delegation but sent senior leader Nizamuddin Bhatt. who told reporters later 'although we were given just 15 minutes to put our point' , we have told the delegation that "all suggestions from the mainstream or separatist quarters should be considered."

The 39-member delegation, which arrived in Srinagar on a crucial two-day visit to assess the ground situation, was received by Chief Minister Omar Abdullah.
Led by Union Home Minister P. Chidambaram, the all-party delegation expects to find ways to restart the dialogue process with different sections of people in Jammu and Kashmir, and specifically in the Kashmir Valley.
The delegation comprises senior parliamentary party leaders, including BJP's Arun Jaitley and Sushma Swaraj, Samajwadi Party chief Mulayam Singh Yadav, Basudeb Acharia of the CPI (M), Gurudas Dasgupta of the CPI and JD (U) president Sharad Yadav.
Moderate Hurriyat Conference chief Mirwaiz Umar Farooq, Jammu and Kashmir Liberation Front (JKLF) Yasin Malik and Hardline separatist leader Syed Ali Shah Geelani have all rejected invitations to attend the all-party meeting in person in Srinagar.
Malik said they would instead submit a joint memorandum to the visiting delegation.

India MPs meet Kashmir separatist leaders

The three main separatist leaders in Indian-administered Kashmir have met members of an all-party delegation of Indian politicians from Delhi.
The separatists had earlier refused to meet the delegation, which is visiting after months of violent protests that have claimed more than 100 lives.
Moderate separatist leader Mirwaiz Umar Farooq was told there was no chance of Kashmiri secession from India.
But he was told that all other issues could be discussed.
Different groups of MPs from the delegation met Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Yasin Malik at their residences.
The BBC's Altaf Hussain in Indian-administered Kashmir's main city of Srinagar says the Indian government is trying to build a consensus among the country's major parties on how to deal with the situation.Mirwaiz Umar Farooq, the leader of the moderate faction of the separatist alliance the Hurriyat Conference (HC), was told by the MPs who visited him that while the idea of Kashmiri succession from India would not be entertained, all other options were on the table.

Kashmir: All-party delegates reach out to separatists, meet Mirwaiz, Geelani
Individual members of the all-party delegation to Kashmir are meeting key separatists from the Valley at their residence. A five-member team including Sitaram Yechury, T R Baalu and Owaisi met Syed Ali Shah Geelani - leader of the hardline faction of Hurriyat Conference - at his home.
The delegates later reached the residence of moderate leader Mirwaiz Umar Farooq who met them wearing a black band in protest. Speaking to NDTV, Mirwaiz had said a private call-on was not the same as talks with the government. (Watch: All-party delegates meet Mirwaiz)

The development was largely welcomed as the most broad thinking move today, even by those who personally stayed away.

As the 39-member all-party delegation arrived in Kashmir, separatist politicians rejected their formal invitation to meet for talks. They instead chose to send across a joint memorandum.

Mirwaiz Omar Farooq said, "We have seen that only when a major crisis erupts, there are visible efforts to engage and understand our aspirations. As soon as immediate crisis subsides, political complacency gets restored."
"We choose not to meet your delegation and will send a joint memorandum to all. We have reiterated our four points for a peace process to begin. We propose talks between parliamentary committees of India and Pakistan," he added.

The all-party delegation allotted 15 minutes to all parties appearing before them. "Each major political party in Jammu and Kashmir has been allotted 15 minutes. It should be used to the best advantage, said Home Minister P Chidambaram.

"We hope and believe that the honour, dignity and future (of Kashmiris) are secure as part of India," he added.
The last such delegation visited J&K 20 years ago, led by then Deputy PM Devi Lal to review law & order.
