हालांकि शो टीवी मीडिया का था पर प्रतिक्रियाएं अखबारों की माने रखतीं हैं। आज के अखबारों पर ध्यान दें प्रतिक्रयाएं एक जैसी नहीं हैं। कुछ अखबारों को प्रधानमंत्री की बात खबर ज्यादा लगी विचारणीय कम। टाइम्स ऑफ इंडिया का चलन है कि खबरों के साथ भी विचार लगा देता है, पर उसने प्रधानमंत्री के सम्पादक सम्मेलन पर टिप्पणी करना ठीक नहीं समझा। और सम्पादकीय पेज का खात्मा करने वाले डीएनए को आज यह पेज 1 पर सम्पादकीय लिखने लायक मौका लगा। हिन्दू ने परम्परा के अनुरूप इसपर शालीनता के साथ आलोचना से भरपूर सम्पादकीय लिखा। कोलकाता के टेलीग्राफ ने सम्पादकीय नहीं लिखा, पर मानिनी चटर्जी की खबर सम्पादकीय जैसी ही थी। हिन्दी में खास उल्लेखनीय कुछ नहीं था। पढ़ें अखबारों की राय

पीछे हटने का विवेक

भारतीय प्रधानमंत्री एक विशेष आयोजन के तहत मीडिया को संबोधित करें, ऐसी कोई परंपरा नहीं है। यह काम वे राष्ट्रीय पर्वों पर, या विदेश यात्राओं के समय, या रणनीतिक महत्व की किसी घटना के आसपास करते हैं। टीवी संपादकों के साथ डॉ. मनमोहन सिंह की बातचीत का संदर्भ ऐसे किसी अवसर के साथ नहीं जुड़ा है। यूपीए सरकार और स्वयं प्रधानमंत्री स्थिति को चाहे जितना भी सामान्य दिखाने की कोशिश करें, लेकिन मीडिया के पास जाने की जरूरत यह बताती है कि प्रधानमंत्री और सरकार के लिए हालात अच्छे नहीं हैं।

भ्रष्टाचार और महंगाई का विस्फोटक मिश्रण दोनों की साख पर बुरी तरह भारी पड़ रहा है। संसद का एक पूरा सत्र 2जी स्पेक्ट्रम घोटाले की जांच के लिए संयुक्त संसदीय समिति (जेपीसी) के गठन की मांग को लेकर हुए हो-हल्ले की भेंट चढ़ जाना मामले को और गंभीर बनाने वाला साबित हुआ है। यह सिलसिला अगर आगे बजट सत्र तक खिंचता है तो यह न सिर्फ सरकार के लिए, बल्कि राष्ट्रीय हितों के लिए भी चिंताजनक बात होगी।

यह ऐसा मोड़ है, जहां पहुंच कर सरकार और विपक्ष, दोनों को एक-एक कदम पीछे हटने का विवेक प्रदर्शित करना चाहिए। प्रधानमंत्री ने यह कहकर कि वे जेपीसी समेत किसी भी जांच का सामना करने के लिए तैयार हैं, इसकी शुरुआत कर दी है। विपक्ष की यह शिकायत जायज है कि सरकार अभी तक जेपीसी के लिए क्यों राजी नहीं हुई थी। लेकिन एक बात साफ है कि कोई भी सरकार विपक्ष के बटन दबाने भर से जेपीसी के लिए राजी नहीं हो जाती।

बीजेपी नेतृत्व को यह याद दिलाने की जरूरत नहीं कि उनकी अगुआई वाली एनडीए सरकार ने कम से कम तीन मामलों में बहुत लंबे हंगामों के बावजूद जेपीसी को मंजूरी नहीं दी थी। 2जी स्पेक्ट्रम घोटाले में कई चीजें एक अर्से से बिल्कुल साफ थीं। पूर्व टेलिकॉम मंत्री ए. राजा का इस मामले में जो हश्र होना था, वह देर से हुआ, लेकिन हुआ। खुद प्रधानमंत्री भी इस संदर्भ में यह कहकर पल्ला नहीं झाड़ सकते कि उन्हें स्पेक्ट्रम बिक्री में हुई गड़बडि़यों की कोई जानकारी नहीं थी। जाहिर है, उनको भी जेपीसी के सामने कई असुविधाजनक सवालों के जवाब देने होंगे।

बेहतर हो कि विपक्ष अपनी यह जीत जनता को समर्पित करे और इसका इस्तेमाल उसके बीच अपनी साख सुधारने में करे। इसके बजाय अगर वह सरकार को अंत-अंत तक रगेदते चले जाने और सोने की मुर्गी तुरंत हलाल कर देने का रास्ता अपनाता है तो अतीत के ऐसे कई फैसलों की तरह आगे चलकर उसको पछताना पड़ सकता है। दुर्भाग्यवश, अभी वह ठीक इसी रास्ते पर बढ़ने का रुझान दिखा रहा है। बीजेपी नेतृत्व का कहना है कि सिर्फ 2जी स्पेक्ट्रम घोटाले पर ही नहीं, कॉमनवेल्थ घोटाले और आदर्श सोसाइटी घोटाले पर भी जेपीसी गठित की जानी चाहिए। इस हिसाब से आने वाले दिनों में उसकी मांग आठ-दस जेपीसी गठित करने तक पहुंचेगी और संसद के पास घोटालों की जांच या इसके लिए होने वाले हंगामों में अपना वक्त जाया करने के सिवाय कोई काम ही नहीं बचेगा।

मुंह में जुबान होने का प्रदर्शन भर

कैबिनेट की सामूहिक जिम्मेदारी की बात मानकर ही गलतियों को सुधारने का काम हो सकता है।

एक प्रेस कांफ्रेस करके अपना पक्ष रखने के सामान्य चलन की जगह सिर्फ टीवी चैनलों के संपादकों से बात करने का फैसला प्रधानमंत्री मनमोहन सिंह ने चाहे जिन कारणों से लिया होगा, पर देश-दुनिया में टीवी पर प्रसारित इस आयोजन से उनकी सरकार को थोड़ा लाभ जरूर होगा। भ्रष्टाचारियों को पकड़ने के प्रति ‘डेड सीरियस’ होने का जो भी मतलब होता हो, पर 2 जी स्पेक्ट्रम बंटवारा, आदर्श घोटाला, राष्ट्रमंडल घोटाला और अभी-अभी प्रकट हुए एस-बैंड घोटाले में कुछ ठोस कदम उठाने के बाद हुई इस बातचीत में प्रधानमंत्री आत्मविश्वास से भरे भी लगे और कभी भ्रष्टाचार के सवाल पर इस दलदल से हाथ झाड़ लेने का खयाल न आने की बात भी उन्होंने की। अपना काम गंभीरता से करने, अपनी तरफ से भी गलतियां करने और अगले चुनाव तक सरकार का नेतृत्व करने की बात उन्होंने की। लेकिन घूम-फिरकर बातें ए राजा के भ्रष्टाचार के इर्द-गिर्द ही रहीं और इसमें प्रधानमंत्री की यह सफाई बहुत आसानी से गले नहीं उतरी कि उनको संचार मंत्री बनाना गठबंधन राजनीति की मजबूरी थी। राजा या किसी भी मंत्री को गलती करने से रोकना प्रधानमंत्री की जिम्मेदारी है। केंद्रीय राजनीति में क्षेत्रीय दलों के बढ़ते वजन के संबंध में सवाल क्यों नहीं पूछे गए और भारत के विश्व कप क्रिकेट जीतने के बारे में क्यों पूछे गए, इस पर ज्यादा सिर खपाने की जरूरत नहीं, लेकिन इतना तय है कि प्रधानमंत्री और सत्ता के कर्ताधर्ता लोगों को इस व्यवस्था में गड़बड़ दिखती है-संभव है, वे सिर्फ अपने बल पर सरकार बनाने के लिए समर्थन की भूमिका बना रहे होंगे। पर केंद्र में गठबंधन सरकार पहली बार नहीं आई है-हां, बिना न्यूनतम साझा कार्यक्रम के सरकार जरूर बनी है। इसलिए जहां हर पार्टी के कोटे से आए मंत्री ‘आजाद’ हैं, वहीं ज्यादा से ज्यादा ‘मलाईदार’ मंत्रालयों के लिए भी मारामारी मची रहती है। सो यह कहना, कि संचार घोटाले के लिए द्रमुक और महंगाई के लिए एनसीपी जैसे सहयोगी दलों को सत्ता देना जिम्मेदार है, अपनी कमजोरी छिपाना है। इस तरह तो वे भी आदर्श घोटाला, एस-बैंड करार और राष्ट्रमंडल घोटाले को आगे कर अपने पाप धो लेंगे। सत्ता के बंदरबांट को रोकना, स्पष्ट एजेंडे और कार्यक्रम से सरकार चलाना और कैबिनेट की सामूहिक जवाबदेही की बात मानकर ही अभी तक हुई गलतियों को सुधारने का काम हो सकता है। इसलिए आप कमजोरियों को कुबूल करें, जेपीसी के सामने हाजिर होने की पेशकश करें, अपनी ईमानदारी का ढोल पीटें, उससे ज्यादा कुछ हासिल नहीं होगा। पर इस बातचीत के जरिये प्रधानमंत्री मनमोहन सिंह ने ‘हम भी मुंह में जुबान रखते हैं’ वाली बात तो साबित की ही है।

कुछ और सवाल

प्रधानमंत्री मनमोहन सिंह ने मीडिया के एक हिस्से से सीधा संवाद करके करीब तीन दर्जन सवालों के जो जवाब दिए उनसे कुछ और नए सवाल खड़े हो गए हैं। यदि प्रधानमंत्री ने अपनी छवि साफ करने के लिए मीडिया से सीधा संवाद किया तो वह एक हद तक कामयाब कहे जा सकते हैं, लेकिन इस आयोजन से उनकी सरकार के प्रति आम लोगों के मन में उपजा अविश्वास दूर होने वाला नहीं है। आम जनता उनकी इस दलील को स्वीकार करने के लिए शायद ही तैयार हो कि गठबंधन राजनीति की मजबूरियों के चलते उन्हें कुछ समझौते करने पड़े। एक क्षण के लिए यह तो समझ में आता है कि उन्हें 2जी स्पेक्ट्रम आवंटन में ए. राजा की मनमानी को न चाहते हुए सहन करना पड़ा, लेकिन आम आदमी के लिए यह समझना कठिन है कि आखिर अन्य अनेक घपलों-घोटालों के खिलाफ वह समय रहते कोई ठोस कार्रवाई क्यों नहीं कर सके? न तो राष्ट्रमंडल खेल घोटालों की जांच प्रक्रिया को संतोषजनक कहा जा सकता है और न ही उन तर्को को जो पीजे थॉमस को सीवीसी बनाने और विदेश में काला धन जमा करने वालों के खिलाफ कार्रवाई न करने के मामले में दिए गए। इसरो की वाणिज्यिक शाखा एंट्रिक्स कारपोरेशन और देवास मल्टीमीडिया के बीच हुए संदिग्ध किस्म के करार पर प्रधानमंत्री की ओर से दी गई सफाई भी कोई बहुत संतोषजनक नहीं है। प्रधानमंत्री भले ही विपक्षी नेताओं की आलोचना को सिरे से खारिज करें, लेकिन उनकी ओर से अनेक सवालों के जैसे जवाब दिए गए उनसे यही इंगित होता है कि वह एक ऐसी व्यवस्था में काम कर रहे हैं जहां कई महत्वपूर्ण मुद्दे उनके संज्ञान में भी नहीं आ पाते। आखिर इस स्थिति में वह सब कुछ ठीक हो जाने का आश्वासन कैसे दे सकते हैं? प्रधानमंत्री की मानें तो यह धारणा बनाना ठीक नहीं कि भारत घोटालों वाला देश है, लेकिन वह इसकी अनदेखी नहीं कर सकते कि वह बड़ी संख्या में ऐसे सवालों से दो-चार हुए जो भ्रष्टाचार से ही जुड़े थे। उन्होंने जिस तरह यह कहा कि वह उतने दोषी नहीं जितना उन्हें बताया जा रहा उससे यही स्पष्ट होता है कि उनसे कुछ भूल-चूक हुई है। विडंबना यह है कि वह इस भूल-चूक का परिमार्जन करने की भाव-भंगिमा नहीं प्रदर्शित कर सके। उलटे उन्होंने यह संकेत दिया कि वह मौजूदा व्यवस्था में कोई आमूल-चूल बदलाव करने नहीं जा रहे हैं। प्रधानमंत्री ने एक निश्चित दायरे में रहकर काम करते रहने के संकेत देने के साथ ही जिस तरह सरकारी कामकाज के मौजूदा ढर्रे को वांछित नतीजा देने वाला साबित करने की कोशिश की उससे आम लोगों का उत्साहित होना संभव नहीं। उन्होंने मीडिया से यह अपील की कि लोगों में इस भावना को जगाना होगा कि हमारे यहां समस्याएं हैं तो उनसे पार पाने की विश्वसनीय व्यवस्था भी, लेकिन यदि वास्तव में ऐसा है तो फिर इतना अनर्थ कैसे हो गया? सवाल यह भी है कि यदि मौजूदा व्यवस्था विश्वसनीय है तो फिर गठबंधन राजनीति की मजबूरियों का रोना क्यों रोया गया? क्या यह बेहतर नहीं होता कि वह उस गठबंधन राजनीति के नियम-कानून तय करने की प्रतिबद्धता व्यक्त करते जिसके सामने वह मजबूर हुए?

Unpersuasive interaction

Prime Minister Manmohan Singh's 70-minute interaction with editors of television channels, which was telecast live, is an event of some political significance. It has come at a time when the United Progressive Alliance government is besieged by corruption scandals and issues arising from governance and ethical deficits, policy muddles, and coalition woes. Reaching out to a large national audience by having a free and open interaction with informed journalists is a politically smart idea. But this assumes that the leader has a strong message to communicate and can do it persuasively. Wednesday's event was worthwhile in that we got to know a little more about what has been going on in Dr. Singh's mind than we did before this ‘conversation.' Unfortunately, the terms and format of the interaction imposed severe limitations on the depth of questioning by not allowing any real focus on the key issues raised by the television journalists. But that was not the real problem with the Prime Minister's performance on live television. He had no strong and clear message to communicate on any of the critical issues troubling the people of India — corruption, inflation, livelihood and other economic issues — and therefore failed to persuade.

Dr. Singh did well to announce unequivocally the government's “sovereign policy decision,” even if taken rather late in the day, to go for annulment of the indefensible Antrix-Devas S-band deal. But on the issue at the top of political India's mind — the 2G spectrum allocation scam, where the kingpin, a former Cabinet colleague, is in the custody of the Central Bureau of Investigation and will soon be charge-sheeted, and various others, including those in high places, are presumably being investigated for their misdeeds — he was anything but convincing. Facing questions on how and why he as Prime Minister, who was in communication with Telecom Minister A. Raja in 2007-2008, allowed the so-called First Come, First Served policy of 2G spectrum allocation to go through, he essentially washed his hands of the affair, which resulted in a revenue loss of tens of thousands of crores of rupees. Dr. Singh's defence is four-legged: (a) Mr. Raja, the Telecom Ministry, the Telecom Regulatory Authority of India, the Telecom Commission, and eventually even the Finance Ministry were of “the same view,” namely that “auctions ...[were] not the way forward as far as 2G spectrum ... [was] concerned”; (b) “at that moment, there was no reason to feel that anything wrong had been done”; (c) was the presumptive loss a real ‘loss'? and (d) in any case, coalition compulsions made his party accept its ally's choice of Cabinet Ministers and presumably their ways. This amounts to evading the key issue of prime ministerial accountability for high-stake Cabinet decisions in a parliamentary form of government.

It was hardly surprising that many of the questions put to Prime Minister Manmohan Singh on Wednesday dealt with one scam or another. The PM did not duck any of the questions, laying out what his office had and had not done at each step. But he also shoved public discourse in other directions, as a reminder that his personal priorities as PM extend elsewhere. He emphasised that while food inflation was a concern, sacrificing his government’s commitment to growth “would do nobody any good”. He spoke of evolving a consensus on Telangana, and said, quite strongly, that he was not blocking an agreement on a joint parliamentary committee as he had no objection to appearing before one.
This is clearly a push to try and end the confrontational paralysis, an atmosphere to which parts of the government have contributed. The opposition too, needs to move on. The PM hinted that the BJP’s graceless attitude on reforms like the Goods and

Services Tax was based on the expectation of reciprocal favours. The BJP will achieve nothing by non-cooperation. The party’s desire to include Adarsh in the ambit of any JPC is an example of such thoughtlessness. If Union and state jurisdictions can be so recklessly blurred, what about their own record in Karnataka? With the budget session of

Parliament days away, it is time for a bit of perspective. After all, in our parliamentary system, the government and opposition must of necessity have a working equation.

A confrontational air will only deepen public mistrust. The mess and toxicity of the past few months have corroded public faith and hardened a sense of all-pervasive thievery. The PM rightly called the danger in allowing this false impression to take hold. Now more than ever the political system, especially the opposition, needs to react to scams and corruption in a more grown-up way, sifting through information and holding the government to real account. Despite a slow and reluctant start, the 2G investigations have acquired a momentum that insulates them from administrative interference. This is why Dr Singh’s colleagues in the UPA do their government’s cause great harm by their persistent aggression and obfuscation on “presumptive losses” that could undermine institutions and the investigation. But with Wednesday’s press conference, the PM too laid down an agenda to change the mood, saying he’s “dead serious” about nailing wrongdoers, moving on reforms and restructuring his council of ministers. We hope it’s an agenda he urgently holds himself to.

PM's image-building exercise, a failure

From the moment "1760000000000" entered our collective consciousness, the prime minister, previously described by foreigners as mild-mannered and academic, was disgraced. He is now seen by Indians as culpable through silent acquiescence, if not worse, in the loot of national property. During his seven years, the government was often seen as adrift; now, such a description seems positive. The negativity is sucking everything down. This, in the absence of any policy pronouncement, is probably the reason for Dr Manmohan Singh's meeting with TV editors on Wednesday.
Did it work? We don't think so. On one hand, Dr Singh said his was not a scam-driven government, but, on the other, he said the corrupt would be punished. On one hand, he said the telecom and finance ministries were both on board when A Raja was given the go-ahead to auction 2G spectrum; and on the other, he admitted there was governance deficit. On one hand, he said his hands were tied due to the compulsions of coalition politics; and on the other, he asserted that he was no lame duck prime minister.
The prime minister's is a political office; his main job is political management of his cabinet. Yet, the only time Dr Singh looked comfortable during Wednesday's interaction was when he spoke about inflation or Egypt. Despite his apolitical image, he appears to be the beneficiary of Rahul Gandhi's reluctance to take up the reins of the government. Dr Singh showed us on Wednesday that he will cling to power. That makes him no better than run-of-the-mill politicians. So, as an exercise in image-building, his press conference was a depressing failure.
